Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION

Water and Wastewater Services (WWS) is requesting sole brand, sole source standardization to facilitate ongoing diagnostic services, annual preventive maintenance services, repair services, related parts, and components of Hach brand equipment and service through Hach Company (Exhibit 1). Water and Wastewater Services has various Hach brand analytical instruments installed and in use at all Water Treatment Plants and at the North Regional Wastewater Treatment Plant. These instruments serve to monitor the treatment processes in use by Broward County to ensure that the drinking water standards, wastewater monitoring requirements and treatment techniques fall within specific parameters set forth under the State of Florida issued operating permits. Hach brand bench scale meters are also in use at the Water and Wastewater Services Laboratory. These scales are used for State regulatory testing in support of water and wastewater permits. Hach brand instruments and chemicals are certified by the State of Florida for use in the County's water and wastewater treatment plants and laboratory.

On February 28, 2024 the Purchasing Division issued Request for Information (RFI) Notice of Intent No. OPN2128176F1 to determine if Hach Company brand products and services can be designated a sole brand, sole source item. The RFI ended on March 7, 2024 with a response from one vendor: Lazenby & Associates, Inc. (Lazenby). The RFI response was submitted to WWS. Upon review of the response, WWS decided that Lazenby is not an authorized representative/distributor for Hach Company and that Lazenby does not meet the minimum specification to supply Broward County with Hach-branded consumable parts, pre-prepared chemicals, and field kits. (Exhibit 2).

Incumbent: Hach Company Contract No. OPN2123100Q1 for Hach Brand Products expires on December 26, 2024, and Contract No. OPN2126578Q1 for Hach Preventative Maintenance & Repair Services expires on September 30, 2024.

Standardization will allow the Director of Purchasing to award bids for the continuous supply of Hach Company brand products, repairs, and maintenance services.
