Summary Explanation/Background
THE PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
On October 12, 2010 (Item No. 3), the Board of County Commissioners approved a Water and Wastewater Agreement between Broward County and the City of Coconut Creek. The County paid an impact fee of $63,855 to the City of Coconut Creek for future water and wastewater connections at Tradewinds Park. Impact fees must be paid prior to the issuance of building permits.
The Agreement was subsequently amended to extend the timeframe to complete the water connections at Tradewinds Park and transfer responsibility for future wastewater utility connections from the City to the County.
If approved, this Second Amendment will authorize one additional equivalent residential connection (“ERC”) for the Tradewinds Park project and require payment of an additional impact fee of $5,583.92 to the City. The additional impact fee was paid on August 22, 2025, to allow the City of Coconut Creek to issue the required building permits while this amendment was being processed. The City has requested that Broward County execute the Second Amendment first, after which the amendment will be presented to the Coconut Creek City Commission for approval. The water connections are anticipated to be completed within the next year.
