Summary Explanation/Background

This item supports the Board’s Connected Community Goal of “Cooperatively delivering an efficient and accessible regional intermodal transportation network".

Staff is requesting approval of an Amendment to the Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) that will provide $3,650,000 in funding for operations and maintenance of the I-595 Express Bus routes. The costs to operate and maintain the routes are funded by grants, as well as farebox revenue.

On May 4, 2021, Item 4, the Board approved a PTGA with FDOT in the amount of $1,251,356 to provide funding for the operations and maintenance of I-595 Express Bus Service with the PTGA to expire on December 31, 2024.  On February 8, 2022, Item 9, the Board approved an amendment to the PTGA for an additional $766,993 and extending the term of the agreement to June 30, 2025.  On December 6, 2022, Item 13, the Board approved amendment No. 2 to the PTGA for an additional $2,297,311 in funding.  On October 24, 2023, Item 12, the Board approved amendment No. 3 for an additional $1,500,000 for a new grant total of $5,815,660. This amendment No. 4 provides $3,650,000 additional funding for a new grant total amount of $9,465,660.

The 595 Express Bus Service began operations in mid-2012. Express Bus Service is designed to remove long-distance single-occupant vehicle trips from the I-595 corridor, thereby reducing congestion on the general-purpose lanes and improving capacity and mobility for all travelers. The County operates two 595 Express Routes weekdays during peak travel hours. The Route 114 service operates between the Amerant Bank Arena Park & Ride lot and the Davie Park and Ride lot in western Broward County to the Miami Civic Center/Health District in Miami-Dade County and the Route 110 operates between the Amerant Bank Arena Park & Ride lot and the FLL Airport Tri-Rail station to downtown Miami/Brickell Avenue.

This PTGA has been reviewed and approved as to form by the County Attorney’s Office. County approval of the Resolution (Exhibit 1) and execution of the supplemental PTGA (Exhibit 2) is required prior to FDOT executing said agreements.
