Summary Explanation/Background
THE PURCHASING DIVISION AND THE HUMAN SERVICES DEPARTMENT/BROWARD ADDICTION RECOVERY CENTER RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board’s Healthy Community Goal, “Delivering accessible human services that holistically address the whole person collaboratively and compassionately.”
The Office of Economic and Small Business Development (OESBD) did not reserve this project for Small Business Enterprises or assign County Business Enterprise (CBE) participation goals based on the review of products and services requested (Exhibit 2).
On February 15, 2022, Sourcewell (a State of Minnesota cooperative) advertised Request for Proposal (RFP) No. 040522, and the RFP closed on April 5, 2022, with five responses (Exhibit 3).
On June 9, 2022, Contract No. 040522-USF was awarded to US Foods, Inc. (“US Foods”) through June 3, 2026, with the option to renew for an additional one-year term, upon request of Sourcewell and written agreement by US Foods (Exhibit 4).
On July 1, 2024, Amendment No. 1 to Contract No. 040522-USF was approved to allow governmental entities to make purchases under the terms and conditions of the Contract, and upon approval by US Foods (Exhibit 5).
The Human Services Department requests approval to utilize Sourcewell Contract No. 040522-USF with US Foods for food products and distribution with related supplies, technology, and services for the Broward Addiction Recovery Center (BARC) (Exhibit 6).
If this item is approved, the Director of Purchasing will be authorized to negotiate, approve, and execute a Participating Addendum with US Foods, subject to review and approval for legal sufficiency by the County Attorney’s Office (Exhibit 1).
The Human Services Department and the Purchasing Division have reviewed the solicitation and the awarded contract and determined that the Sourcewell contract with US Foods will meet BARC’s requirements to provide food products and related services and save the County time and money to rebid a new contract.
US Foods offers tools and resources (ordering, reporting, order tracking, and real-time management of orders), focused on insight and trends with video and recipes in addition to its e-commerce site for ordering and information. In addition, US Foods makes use of social media and have available “Recipes on Demand”, with database of more than 13K recipes with nutritional information, “Menu Profit Builder Pro” which gives access to data such as cost per pound, cost per ounce, and yield.
The initial term of the open-end contract will begin on the date the Participating Addendum is signed by all parties.
