Summary Explanation/Background

THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE HIGHWAY AND BRIDGE MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board of County Commissioners’ Goal of “Resilient Community: Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”

 

On December 13, 2022 (Item No. 27), the Board of County Commissioners approved the Federally Funded Community Development Block Grant Mitigations Program (CDBG-MIT) Subrecipient Agreement between Broward County and the State of Florida, Department of Economic Opportunity (DEO), now known as the Department of Commerce (DOC), for the Green Infrastructure for Stormwater Flood Mitigation Project for Broadview Park. The Agreement provided for the County to receive federal grant funding in the amount of $16,676,000 from the DOC for allowable costs to aid in the design and construction of the Green Infrastructure for Stormwater Flood Mitigation Project in the Broadview Park neighborhood. In addition to the federal grant amount from the DOC, under the Agreement, the County contributed funding in the amount of $5,000,000 toward the total project cost of $21,676,000.

 

In support of the Broadview Park Green Infrastructure and Stormwater Drainage Project, approval of the FPL Right-of-Way Consent Agreement (Exhibit 1) authorizes Broward County to utilize FPL’s easement to access Broward County-owned property Parcel ID: 504113130010 on Southwest 24 Street in Broadview Park (Exhibit 2). FPL’s easement is located on the southern boundary of the property. Access will allow for Broward County to construct a biodetention area, which contains drainage inlets with concrete aprons, 24-inch storm pipe, and French drains. Biodetention areas are engineered stormwater management features designed to capture, treat, and slowly infiltrate runoff from surrounding impervious surfaces. The biodetention helps to reduce peak flows, improve water quality, and promote groundwater recharge. The biodetention is vegetated with small plants to aid in filtration and pollutant uptake.

 

The Agreement has been approved for legal sufficiency by the Office of the County Attorney.
