MOTION TO APPROVE Assistance Amendment 2 to U.S. Environmental Protection Agency (EPA) Cooperative Agreement PM-05D37725-2 (grant), in the amount of $144,623, to provide funding for the County’s Particulate Matter Monitoring Program retroactive from April 1, 2025 to March 31, 2027; authorize the County Administrator to take all necessary administrative and budgetary actions to implement the grant, as amended.
B. MOTION TO ADOPT budget Resolution within the Ambient Air Monitoring Fund for the Natural Resources Division in the amount of $24,623 for the purpose of protecting and improving air quality in Broward County.

Why Action is Necessary
Section 125.01(2)(p), Florida Statutes authorizes the Board to enter into agreements with other governmental agencies. Board action is required to approve and recognize funding for the grant agreement.
What Action Accomplishes
This action provides funding for air quality program support in Broward County and allows for appropriation of additional funding greater than approved via the budget authority of the Broward County Fiscal Year 2026 Adopted Budget.

The original grant award and Assistance Amendment 1, respectively PM-05D37725-0 and PM-05D37725-1, in the total amount of $94,579, were approved by the County Administrator as a Summer Recess Agenda Item on August 21, 2025 (Item 11).
Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE NATURAL RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the County’s value of “Collaborates: Building partnerships and working collaboratively with others to meet shared objectives” and goal of “Resilient Community: Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”
The Air Quality Program is a federal and state approved local air quality program responsible for protecting and improving air quality in Broward County, in accordance with state and federal regulations. The Natural Resources Division implements a federal and state approved local air pollution control program responsible for protecting and improving air quality in Broward County. The Air Quality Program is funded in large part by the U.S. EPA’s Section 105 Section 103 grants and has been supported by this grant for thirty years. The program includes implementation of the 1990 Clean Air Act Amendments, ambient air monitoring, permitting and compliance verification, asbestos inspections, air quality analysis and planning, and public outreach.
Motion A formally accepts Assistance Amendment 2 to the U.S. EPA 103 PM-05D37725 grant in the amount of $144,623 for the budget period of April 1, 2025, through March 31, 2027, bringing the total amount awarded under this grant to $239,202. Assistance Amendment 2 was received from the U.S. EPA on April 10, 2026 (Exhibit 1). This grant does not require a County match.
Motion B adopts a budget Resolution for the award under this agreement in the amount of $24,623, the difference between this award and the $120,000 previously adopted through the budget authority of the Broward County Fiscal Year 2026 Adopted Budget (Exhibit 2).
Because the County is a recipient of funds from a federal agency under this agreement, the County’s standard terms are not included. Moreover, the agreement imposes an annual Federal Financial Report and an annual Performance Report requirement on the County. However, Assistance Amendment 2 has been provided legal review and approval as to form by the County Attorney’s Office.

No County match is required.
