Summary Explanation/Background
THE PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
As described in the April 9, 2026, letter from the Florida Fish and Wildlife Conservation Commission (“FWC”) attached as Exhibit 1, FWC is initiating a pilot program whereby FWC will fund the removal of iguanas on county-managed properties in South Florida (“Program”) and is seeking the County’s participation in the Program. Participation in the Program will assist the County in managing natural areas, parks, and other properties by supplementing existing efforts to remove invasive species from County-managed properties.
The Wildlife Impact Management Section of FWC is responsible for managing nonnative fish and wildlife issues in Florida. This includes conducting control efforts for priority species and collecting data on nonnative species distribution and natural history to support the development of management strategies. FWC is initiating a program to contract for the removal of green and spiny-tailed iguanas on selected county-managed properties in Palm Beach, Broward, Miami-Dade, and Monroe counties. FWC intends to procure and fund contractors for each of these counties. The selected lowest responsive and responsible bidder for each county will target green and spiny-tailed iguanas on county-managed properties through a large-scale removal effort using multiple capture methods for a period of one calendar year. The Program will be evaluated after the first year to determine whether it should continue and potentially be expanded.
Approval of this item will permit Site Access Agreements that allow FWC’s contractor(s) to access County property to be executed by the County Administrator, subject to review and approval for legal sufficiency by the County Attorney’s Office. All work performed by FWC contractors on approved Program projects will be at no cost to County. The Site Access Agreements with the FWC contractors will include standard provisions including indemnification, insurance, and the obligation to repair any damage caused to the County’s property.
