Summary Explanation/Background

THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE HOUSING FINANCE AUTHORITY RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Housing Finance Authority of Broward County, Florida (“HFA”) owns certain real property located at 110 Northeast Third Street, Fort Lauderdale, Florida 33301, consisting of three parcels identified by folio numbers 504210120210, 504210120200, and 504210120190 (collectively, the “Property”). The HFA wishes to vacate an alley abutting the Property and seeks professional surveying and planning services.

Keith and Associates, Inc. d/b/a KEITH (“Consultant”), is a qualified vendor for Broward County, formally recognized by Broward County’s Purchasing Division as eligible to provide goods and services to Broward County. At the HFA’s request, Consultant submitted a proposal to provide professional surveying and planning services to the HFA, including boundary and topographic surveying, preparation of a sketch and legal description, and right-of-way vacation processing services to support the vacation of the alley adjacent to the Property.  The maximum cost for all services to the HFA by Consultant is $30,200.

Pursuant to Section 9½-14 of the Broward County Code of Ordinances (“Code”), agreements to be executed by the HFA must be approved by Resolution of the Board.

On September 16, 2026, the HFA approved the Agreement between the HFA and Keith and Associates, Inc., d/b/a KEITH for Professional Surveying and Planning Services (“Agreement”) in substantially final form, subject to final contract approval by the Board of County Commissioners and review and approval for legal sufficiency by the County Attorney’s Office.  Following the HFA’s approval, the Agreement was finalized and has been reviewed and approved for legal sufficiency by the County Attorney’s Office.

The proposed Resolution (Exhibit 1) approves the finalized Agreement, attached as Exhibit A to the proposed Resolution, as required by the Code.
