Why Action is Necessary

In accordance with the Broward County Procurement Code, Board approval or delegation of authority is required to approve amendments to agreements in excess of the award authority of the Director of Purchasing.

 

What Action Accomplishes

Approves the second amendment, prepared and approved by the Office of the County Attorney, with CabConnect, Inc., to continue providing payment card services for the Paratransit Rider’s Choice Program and LSCPP for an additional term of three years.

Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board's Connected Community Goal of "Cooperatively delivering an efficient and accessible regional intermodal transportation network" and its Accountable Government Goal of "Consistently delivering responsive, efficient, quality services to the public and internal customers."

 

As background, on December 12, 2017, Item 85, the Board approved a motion to authorize the County Administrator to execute an agreement, prepared and approved by the Office of the County Attorney, for payment card services with CabConnect, Inc. for the Transit Division’s Paratransit Rider’s Choice Pilot Program to begin in January 2018. The Paratransit Rider’s Choice program adds an additional transportation choice for ADA eligible customers to complement their existing Paratransit services by providing a not to exceed $30 per trip subsidy to utilize a taxi company or licensed transportation network provider (TNC) of their choice who accepts the County’s Rider’s Choice payment card to arrange their trip.

 

On January 29, 2019, Item 62, the Board approved the continuation of the Rider’s Choice Pilot Program for an additional two-year period. The agreement with CabConnect, Inc. was subsequently amended to expire on January 31, 2021. At its January 26, 2021, meeting, Item 20, the Board approved the most reasonable/sole source designation for CabConnect, Inc. and authorized the County Administrator to execute an agreement for a three-year term, with the option to renew for two additional one-year terms with the initial contract period beginning on February 1, 2021.

 

On December 7, 2021, Item 15, the Board approved implementation of the Late-Shift Connect Pilot Program (LSCPP) and authorized the County Administrator to negotiate and execute an amendment to the agreement with CabConnect, Inc. for payment card services for the LSCPP.  The LSCPP adds an additional transportation choice for eligible Broward County Transit (BCT) customers and fills a niche in terms of mobility by getting customers home or to work during late night hours or times when BCT has reduced or no bus services available.

 

In response to feedback from customers, BCT is going to pilot a change to the Rider’s Choice program for six months. The pilot period will be used to assess the feasibility of changing the two-trips per day limit to 14 trips per week. This change is expected to give customers additional flexibility by allowing the use of more trips in a single day if needed, while not increasing the maximum number of trips a customer might take if they traveled every day. Staff believes this change will be cost neutral to the overall cost of the program.

 

If approved, this second amendment will extend the term of the agreement for an additional three-year term increasing the maximum not to exceed by $7.4 million, including administration and cashiering services fees, payment card fees, and payment for trips provided by participating Taxicab and Transportation Network Companies (TNC) in Broward County.

 

In summary, the services provided in this agreement allow both programs to successfully provide increased user convenience.  In Fiscal Year 2025, the Paratransit Rider’s Choice and LSCPP programs provided 124,651 trips and $3,043,570 in revenue to the local taxi industry.
