Summary Explanation/Background
THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.
Section 32.25 of the Broward County Administrative Code (“Code”) requires the County, through the Port Everglades Department Business Development Division, to conduct franchise evaluations annually, on a rotating basis, in such a manner whereby all franchisees are reviewed within a two-year period, and to file a Final Franchise Evaluation Report (“Report”) with the Broward County Board of County Commissioners (“Board”) within 60 days following completion of the Report. The Port Everglades Department Business Development Division completed the Report on October 3, 2024 (see Exhibit 1).
The Report covers the activities of 40 franchises (listed alphabetically) during the two-year period from July 1, 2022, through June 30, 2024. A total of 28 companies are represented, as several companies have multiple franchises. Franchise categories include stevedore, cargo handler, steamship agent, tugboat or towing concern, vessel bunkering service, vessel oily waste removal service, vessel sanitary wastewater removal service, and marine terminal security service.
Each franchisee was given written notice of the franchise review and the requirement to update the application information via a questionnaire (see Exhibit 2). In addition to the information submitted by franchisees, additional information and input were received from each division within the Port Everglades Department. Further input was received from the Broward County Resilient Environment Department, the Florida Department of Environmental Protection, the U.S. Coast Guard, and the U.S. Occupational Safety and Health Administration.
Staff has concluded that all the franchisees have satisfactorily met the terms and conditions of their respective franchises and do not have a delinquent payment history with Broward County.
Completed questionnaires and all supporting documents are on file in the Port Everglades Business Development Division’s office.
