Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT AND NATURAL RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the County’s value of “Collaborates: Building partnerships and working collaboratively with others to meet shared objectives”, and goal of “Resilient Community: Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection”.
The Air Quality Program is a federal and state approved local air quality program responsible for protecting and improving air quality in Broward County, in accordance with state and federal regulations. The Natural Resources Division implements a federal and state approved local air pollution control program responsible for protecting and improving air quality in Broward County. The Air Program is funded in large part by the U.S. EPA Section 105 grant (Exhibit 1).
Motion A extends the existing agreement for an additional year from October 1, 2023, through September 30, 2024. Retroactive approval is being requested because the grant award was not received from the U.S. EPA until April 16, 2024. (Exhibit 1)
Motion B adopts a budget Resolution for the award under this agreement in the amount of $125,000 (Exhibit 2).
The County Air Program has been supported by the U.S. EPA Section 105 grant for thirty years. The program includes implementation of the 1990 Clean Air Act Amendments, ambient air monitoring, permitting and compliance verification, asbestos inspections, air quality analysis and planning and public outreach.
Because the County is a recipient of funds from a federal agency under this agreement, the County’s standard terms are not included. Moreover, the agreement imposes an annual Federal Financial Report and an annual Performance Report requirement on the County.
This amendment has been provided legal review and approval as to form by the Office of the County Attorney.
This Cooperative Agreement (grant) was approved as to form by the Office of Management and Budget Grant Section.
