Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Central Homeless Assistance Center Plumbing Renovation is a three-phased, restroom renovation project, including new finishes, plumbing, piping, and fixtures for select first-floor restrooms and all second-floor restrooms at the existing Central Homeless Assistance Center located at 920 NW 7th Ave, Fort Lauderdale, FL 33311.

On November 24th, 2021, the Director of Purchasing executed Bid/Contract No. PNC2122969C1 with Home Express Corp. d/b/a HE Builders for the Central Homeless Assistance Center plumbing renovation project in the total amount of $1,061,000.

On September 12, 2023, the County terminated the contract with HE Builders and engaged the Surety Company to finish Phase I of the project, which was completed in November 2023.

After completing remediation work in Phase I of the project, the Construction Management Division engaged LEE Construction Group, Inc., a County approved job order contractor, to provide a proposal for completing the plumbing and finish upgrades in 12 restrooms as part of Phase II and six restrooms as part of Phase III. The proposal expands the scope to include work in the existing laundry room as well as pipe insulation throughout the new and existing areas.

On March 20, 2024, LEE Construction Group, Inc. submitted a preliminary proposal in the amount of $2,460,843 to incorporate all identified work in Phases II and III. The requested threshold increase includes a 10% contingency in the amount of $246,084 for potential unforeseen conditions and other potential changes, for a maximum total increase in the amount of $2,706,927, which was rounded to $2,707,000.

The Office of Economic and Small Business Development established a County Business Enterprise (CBE) goal of 30% for this contract. LEE Construction Group, Inc. has committed to 30% CBE participation, which has been reviewed and approved by the Office of Economic and Small Business Development (Exhibit 1).

In accordance with the Broward County Workforce Investment Program, Administrative Code, Section 19.211, these services are subject to the Workforce Investment Program. LEE Construction Group, Inc. has agreed to be bound to the contractual obligations of the Workforce Investment Program.
