B. MOTION TO ADOPT budget Resolution within the Transit Capital Grant Fund for the Transportation Department in the amount of $20,480,000, for the 2025 Low or No Emissions federal grant.

Why Action is Necessary

A. Broward County, as the grant applicant and recipient of federal financial assistance, is required by the Federal Transit Administration (FTA) to take official action providing authorization for a representative of the County to execute and file necessary grant applications and all FTA-required documents for federal assistance on the FTA’s Internet-based grant system.

 

B. Pursuant to Florida Statutes Section 129.06(2)(d), unanticipated grant revenue requires Board action by Resolution to accept and allocate the funds.

 

What Action Accomplishes

If approved, provides $20,480,000 in FTA grant funding towards the purchase of 15 new low emission diesel hybrid buses to replace aging diesel buses that have reached their useful life.

Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS

 

This item supports the Board’s Connected Community Goal of “Cooperatively delivering an efficient and accessible regional intermodal transportation network" and its Resilient Community Goal of “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”

 

On May 14, 2025, the Federal Transit Administration (FTA) announced the availability of approximately $1.1 billion in Fiscal Year 2025 competitive grant funding under the Low or No Emission Grant Program.  FTA’s Low or No Emission competitive program provides funding to state and local government agencies for the purchase or lease of zero-emission and low-emission transit buses.

 

The Transportation Department (BCT) submitted a grant application on July 14, 2025, to replace 15 aging diesel buses that have reached their useful life with new low-emission diesel-hybrid buses. FTA announced its 2025 Low or No Emissions Grant awards on November 20, 2025. Broward County received one of six awards in the state of Florida. The grant award amount of $20,480,000 in addition to a 25% local match of $5,120,000 provides a total project cost of $25,600,000.

 

If Motion A is approved, the Board will adopt a Resolution (Exhibit 1) authorizing the County Administrator, or her written designee, to approve and execute all required documents necessary to receive the grant award, take all administrative and budgetary actions required to implement the grant (including the expenditure of the local match), sign all future documents and amendments that modify the grant (provided they do not increase the County’s financial obligations), with all agreements, documents, and amendments subject to review for legal sufficiency by the County Attorney’s Office.

 

If Motion B is approved, the Board will adopt a budget resolution within the Transit Capital Grant Fund for the Transportation Department in the amount of the grant award.
