Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

Approval of this action will extend the PTGA from December 31, 2025 to September 30, 2026, to allow additional time for completion of the Separated Shared Use Path Project (“Project”) design at North Perry Airport (“HWO”).

 

On October 25, 2022 (Item No. 3), the Board approved the PTGA between Broward County (“County”) and Florida Department of Transportation (“FDOT”) for Financial Project No. 449608-1-94-01 at HWO. The total Project design cost was estimated to be $382,500. FDOT committed to 80% participation of the cost, up to a maximum amount of $306,000 and required the County to fund all expenses in excess of FDOT’s funding, estimated to be in the amount of $76,500, while covering any Project cost overruns. 

 

On October 24, 2023 (Item No. 2), the Board approved the First Amendment to the PTGA to increase the Project cost to $595,777, increasing FDOT’s share of the Project cost by $170,622 thus increasing FDOT’s total grant participation to a maximum amount of $476,622; and requiring the County to increase its match to $119,155, while continuing to cover any Project cost overruns.

 

The proposed Project includes approximately 12,000 linear feet of paved separated shared-use bike or walking path at HWO. The design scope includes consultant design fees, survey and geotechnical costs, permitting, and bid and award services. The Project will improve safety by segregating pedestrian and bicycle traffic from vehicular traffic, enhance public accessibility, and align with the County’s Greenway Master Plan.

 

The Project was divided into two phases due to conflicts with existing infrastructure including utilities, gate access points, and landscaping as well as the need to revise the geometric layout of the path. Phase 1 encompasses approximately 65% of the total path, extending from the starting point to Oleander Drive. Phase 2 continues from Oleander Drive eastward to the end of the path.

 

This proposed Amendment for Extension (“Amendment”) does not change the cost, cost share contributions, or project scope. The Amendment will extend the PTGA expiration date to September 30, 2026. The extension is necessary to accommodate design changes and ensure completion of the project design.

 

The proposed Amendment has been reviewed by the Office of the County Attorney.
