THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Value of "Cooperatively Creating an Efficient and Accessible Regional Intermodal Transportation Network".
The Florida Commission for the Transportation Disadvantaged (FCTD) was created by the 1989 Florida Legislature to coordinate federal, state, and locally funded transportation disadvantaged services. “Transportation disadvantaged” means those persons who because of physical or mental disability, income status, or age are unable to transport themselves or to purchase transportation and are, therefore, dependent upon others to obtain access to health care, employment, education, shopping, social activities, or other life-sustaining activities, or children who are handicapped or high-risk or at-risk as defined in Florida Statutes. The Transportation Disadvantaged Trust Fund (TDTF) provides a dedicated funding source for the operational and planning expenses of the FCTD in carrying out its legislative responsibilities, and to provide transportation opportunities for non-sponsored transportation disadvantaged citizens.
Pursuant to Chapter 427, Florida Statutes, the Board of County Commissioners (Board) was originally designated the Community Transportation Coordinator (CTC) for the Broward County service area in August 1990. Broward County, in its role as the CTC, serves the needs of transportation-disadvantaged persons through the Transportation Department’s Paratransit Division.
The grant program runs on the State Fiscal Year 2027 (July 1, 2026, to June 30, 2027). Because the state has not approved the Fiscal Year 2027 state budget, the funding amount for the grant is not available. Any amount awarded to Broward County requires a 10% local match. At this time, it is unknown what amount, if any, may be awarded to Broward County from the FCTD. Below is the amount the County was awarded (and the required local match) for Fiscal Year 2024 - Fiscal Year 2026:
• Fiscal Year 2024, Broward received $5,102,550 in state funding with a $566,950 local match;
• Fiscal Year 2025, was $5,311,190 state funding, $590,132 local match; and
• Fiscal Year 2026, $5,368,687 state funding with a $596,520 local match.
If this item is approved, the County Administrator or her written designee will be authorized to: (a) submit the grant application; (b) provide any further information necessary for facilitating consideration of the application; (c) approve and execute a grant agreement, if the grant is awarded, with a 10% local match from Broward County, and subject to review and approval for legal sufficiency by the County Attorney’s Office; and to take all necessary administrative and budgetary actions (including the commitment of the 10% local match) to facilitate the grant award.
