Summary Explanation/Background
THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Connected Community Goal, “Cooperatively delivering an efficient and accessible regional intermodal transportation network.”
The Office of Economic and Small Business Development (OESBD) determined that this project is race-neutral and will not contain race-conscious contract goals (Exhibit 2).
The contract provides closed circuit television (CCTV) equipment, system installation, and enterprise video management systems, including repairs, support and preventative maintenance services for the Broward County Transportation Department (BCT).
The contract carries a 100% performance and payment guaranty. The Purchasing Division has confirmed with the surety company that 4 Best Business Corp. has the capacity to obtain the required guaranty.
The contract includes an annual allowance of $100,000, including $7,000 for permits, $13,000 for engineering drawings, and $80,000 for parts and materials. Expenditures are subject to prior written approval from the Contract Administrator and will be reimbursed at the vendor’s actual incurred cost without mark-up.
The Director of Purchasing has determined the apparent low bidder, CORANET, to be non-responsive to the bid requirements based on non-compliance with Bid Bond and Federal Transportation Administration solicitation requirements.
BCT has reviewed the bid submitted by 4 Best Business Corp. and concurs with the recommendation for award (Exhibit 3).
Four County vendor performance evaluations were completed for 4 Best Business Corp. over the past five years. The vendor has an overall performance rating of 4.32 out of possible rating of 5.0. Copies of the vendor's performance evaluations are available upon request.
The Purchasing Division reviewed the prices submitted by 4 Best Business Corp. and has determined that the prices submitted are fair and reasonable when compared to other responses and the Independent Cost Estimate (Exhibit 4).
