A. MOTION TO APPROVE funding recommendations for agreements between Broward County and the service providers identified in Exhibit 1 in the total aggregate amount of $12,433,591 for Fiscal Year 2025-2026, effective October 1, 2025, through September 30, 2026; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the agreements as amended.
B. MOTION TO RENEW agreements between Broward County and the service providers identified in Exhibit 2 in the total aggregate amount of $7,886,372 for Fiscal Year 2025-2026, adding an additional one-year option period from October 1, 2025, through September 30, 2026, to continue the provision of services for medical respite care, homeless shelter, permanent supportive housing, rapid rehousing, homeless street outreach, housing case management, legal assistance, and transitional housing for individual and families experiencing homelessness in Broward County; authorize the Human Services Department Director or Deputy Director to approve and execute necessary contract adjustments; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the agreements as amended.
C. MOTION TO AUTHORIZE County Administrator to execute Agreement between Broward County and Care Resource Community Health Centers Inc. subject to review for legal sufficiency by the Office of the County Attorney, in the amount of $95,000, effective October 1, 2025, through September 30, 2026, for housing case management services to individuals and families experiencing homelessness in Broward County; authorize the County Administrator to execute amendments to the Agreement, subject to review and approval for legal sufficiency by the Office of the County Attorney, that do not impose any additional financial obligations on the County; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement.
D. MOTION TO APPROVE waivers of conflict under Section 112.313(7)(a), Florida Statutes, for the following Broward County advisory board members holding an employment or contractual relationship with an entity receiving funds for the performance of services under this agenda item:

Approval of Motion D waives the existence of any conflicts arising under Section 112.313(7)(a), Florida Statutes, as authorized under applicable law.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE HOUSING OPTIONS, SOLUTIONS, AND SUPPORTS DIVISION RECOMMEND THE APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that focus on individuals and families experiencing homelessness in Broward County.
The Housing Options, Solutions, and Supports Division requests Commission approval of Fiscal Year 2025 - 2026 (“Fiscal Year 26”) funding recommendations in the aggregate amount of $20,319,963 for the service providers’ agreements listed in Exhibits 1 and 2.
On September 5, 2024 (No. Item 9), the Commission approved Resolution No. 2024-313, authorizing appropriation and disbursement of Fiscal Year 2024-2025 (“Fiscal Year 25”) funds for agreements with nonprofit organizations and governmental entities to provide various services. Existing agreements with service providers identified with an “R” in Exhibit 1 will be renewed in accordance with the terms and conditions of the agreements. Existing agreements with service providers included in Exhibit 2 will be provided with an additional one-year option period from October 1, 2025, through September 30, 2026.
Approval of Motion C would award a new contract to Care Resource to provide housing case management services. This recommendation is based on the results of the Fiscal Year 25 RFP. A contract was awarded to the highest-rated respondent. Care Resource was the second-highest rated respondent. This will allow the County to have two providers in this service category, providing a wider range of choices for those individuals and families using housing case management services. The Care Resource Agreement will be reviewed and approved as to form by the County Attorney’s Office.
A letter of support from the Homeless Continuum of Care Board is attached as Exhibit 3.
Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that “no public officer… shall have or hold any employment or contractual relationship with any business entity… which is… doing business with an agency of which he or she is an officer or employee.” In accordance with Section 112.313(12), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires a two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion D) in accordance with Section 112.313(12), Florida Statutes. Forms 4A, Disclosure of Business Transaction, Relationship, or Interest, are attached as Exhibit 4 and constitute full disclosure of any existing conflicts.
