Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions.
What Action Accomplishes
Provides engineering services for the pre-design, design, permitting, and bidding phases for shore power electrification at two cruise terminal berths within Port Everglades.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT/SEAPORT ENGINEERING AND CONSTRUCTION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Resilient Community Goal, “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 25% for this agreement. AECOM Technical Services, Inc. (AECOM) committed to 25% CBE participation, which has been reviewed and approved by OESBD (Exhibit 2).
The Agreement provides consultant services for engineering services for the design and permitting services for full shore power electrification of cruise terminal berths at Port Everglades. The initial scope is for Design Project 1 (DP-1), which includes electrification design for two cruise berths at Cruise Terminals 25 and 26 (CT-25 and CT-26).
Agreement services include stakeholder coordination, geotechnical investigations, existing utility investigations, utility relocation design/coordination, large near-berth electrification equipment siting and design (transformers, switch gear, berth-side electrification vaults, cable management systems), concrete foundation engineering (pile supported and slab on grade), regulatory agency permitting, construction cost estimating, project scheduling, and bidding assistance. The Agreement will be amended to add construction contract administration services (CA), construction engineering and inspection (CEI) services, and warranty phase services.
The DP-1 scope includes a deliberately-phased project approach for shore power design to serve two cruise berths at CT-25 and CT-26. Phase 1 is for Pre-Design Phase Services. Phase 2 is for Construction Document preparation and permitting services. Phase 3 is for Bidding Services. These phases are anticipated to be completed within two years from issuance of Notice to Proceed (NTP). Phase 4 is for the CA and CEI services (to run concurrently with the project’s construction) and Phase 5 is for Warranty Administration and Post-Construction Services. Phase 4 and Phase 5 are to be added to the agreement by future amendment.
The RFP was advertised on April 4, 2025 and, at the time of the submittal deadline on May 8, 2025, four firms submitted proposals: AECOM; E.C. Fennell, Inc. dba ECF Engineering Consultants; Hatch Associates Consultants, Inc. and Moffatt & Nichol, Inc.
On August 18, 2025, an Initial Evaluation Committee meeting was held. The Evaluation Committee (EC) determined that three firms were both responsive and responsible to the RFP requirements.
On September 8, 2025, a Final Evaluation Committee meeting was held. After presentations, evaluation, scoring and ranking, the EC named AECOM as the first-ranked firm; Moffatt & Nichol, Inc. as the second-ranked firm; and Hatch Associates Consultants, Inc. as the third-ranked firm.
The EC’s proposed recommendation of ranking was posted on the Purchasing Division website from September 22 - 25, 2025, which provided an opportunity for any proposer or interested party to present any new or addional information regarding the responsibility of the proposers.
The EC’s final recommendation of ranking was posted on the Purchasing Division website from September 26 - October 2, 2025, which provided an opportunity for any aggrieved proposer to file a formal protest. No formal protest was received.
On October 3, 2025, in accordance with Procurement Code, Section 21.42(k), Procedures for RFPs, RLIs and RFQs, the ranking of the qualified firms became final, and staff proceeded with negotiations.
Four negotiation meetings were held - November 4, 2025; December 3, 2025; April 8, 2026; and April 30, 2026 - to negotiate the Agreement with AECOM. These meetings were attended by representatives from AECOM and staff from the Seaport Engineering and Construction Division, the County Attorney’s Office, and the Purchasing Division.

The Agreement is for a not-to-exceed amount of $3,939,166 over a potential two-year period from Port Everglades Capital Fund. The funds estimated for the current Fiscal Year are included in the current Fiscal Year budget.
