Summary Explanation/Background
PUBLIC WORKS DEPARTMENT/HIGHWAY AND BRIDGE MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
On December 13, 2022 (Item No. 27), the Board of County Commissioners approved and authorized the County Administrator to execute the federally funded Community Development Block Grant Mitigation Program (CDBG-MIT) Subrecipient Agreement between Broward County and the State of Florida, DEO, now known as DOC (Exhibit 1). The Agreement provided for the County to receive federal grant funding in the amount of $16,676,000 from the DEO for allowable costs to aid in the design and construction of the Green Infrastructure for Stormwater Flood Mitigation Project, which includes new stormwater infrastructure and installation of green infrastructure in the Broadview Park community to bolster their capacity to manage stormwater. In addition to the federal grant amount from the DEO, under the Agreement the County contributed funding in the amount of $5,000,000 to cover the total project cost of $21,676,000.
The CDBG-MIT Program is funded by the U.S. Department of Housing and Urban Development and is now administered by DOC. DOC is requiring amendments to the CDBG-MIT Subrecipient Agreement to update various legal terms ensuring compliance requirements concerning the disbursement of grant funds.
If approved, this item would authorize the County Administrator or written designee to execute amendments, change orders, and any other required documentation for the CDBG-MIT Subrecipient Agreement, provided that such documents do not impose any additional costs upon the County over the $5,000,000 that the Board originally authorized; and subject to review and approval of all such documents for legal sufficiency by the Office of the County Attorney.
This item supports the Board of County Commissioners’ Goal of “Resilient Community: Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”
