Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering human services that holistically address the whole person collaboratively and compassionately.” Funding from FNCAC will be used by the Nancy J. Cotterman Center (“NJCC”) to provide medical consultations and specialized interview services for children and families involved in an allegation of child maltreatment.
FNCAC provided notice of the Child Advocacy Trust Fund award of noncompetitive grant funding on August 2, 2024, with an acceptance deadline of July 15, 2024. Negotiations regarding the acceptance deadline, scrivener’s errors, inconsistencies, and other oversights commenced on August 8, 2024. FNCAC extended the acceptance deadline to November 15, 2024; however, negotiations continued regarding the termination clause and inclusion of omitted attachments and exhibits. The Agreement with FNCAC was finalized on September 30, 2024.
Funding for the Child Advocacy Trust Fund grant is derived from court fines for certain crimes committed against minors. FNCAC determines the allocation methodology and distributes these funds to accredited children’s advocacy centers as defined in Section 39.305, Florida Statutes. NJCC is Broward County’s only certified children’s advocacy center. Broward County has been awarded this grant annually since 2007.
There are no required outcomes; however, NJCC must submit monthly activity service detail reports outlining the number of children and families served, and the services provided.
The Agreement (Exhibit 1) is in the form required by the funding agency and was reviewed and approved as to form by the Office of the County Attorney. FNCAC will sign last following Commission approval.
