MOTION TO APPROVE Reimbursement Agreement pertaining to Contract No. OSCAFAD202527-10 between Florida Alcohol and Drug Abuse Association, Inc., and Broward County, in the amount of $33,016 for services provided by Broward County under the Medication-Assisted Treatment and Extended-Release Injectable Naltrexone programs prior to the execution date of the grant; authorize the Mayor and Clerk to execute same; authorize the County Administrator to execute amendments to Contract OSCAFAD202527-10 subject to review and approval for legal sufficiency by the County Attorney’s Office, provided that such amendments do not impose additional financial obligations on the County; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Reimbursement Agreement and Contract OSCAFAD202527-10 as same may be amended.

What Action Accomplishes
Approval of the Motion will enable Broward County to be reimbursed under the Agreement for Medication-Assisted Treatment (“MAT”) and Extended-release Injectable Naltrexone (“ERIN”) program services provided by the Broward Addiction Recovery Center (“BARC”) from July 1, 2025, through August 5, 2025.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY CENTER RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Approval of this action will enable Broward County to continue providing substance use disorder treatment through MAT and ERIN program services for eligible adult residents served by BARC.
Florida Alcohol and Drug Abuse Association, Inc. (“FADAA”), incorporated in 1981, is a 501(c)(3) non-profit membership association representing substance use disorder prevention and treatment providers, managing entities, and community anti-drug coalitions. FADAA’s mission is to serve its members by advancing addiction and co-occurring treatment, prevention, and research through communications, professional development, and public policy leadership. FADAA is a subsidiary and services association arm of the Florida Behavioral Health Association, which is the state’s largest trade association representing community treatment providers with a united voice. FADAA is contracted by the Office of the State Courts Administrator (“OSCA”), and their programs enable providers to access MAT and ERIN medications through funding and training. Broward County has received FADAA pass-through funding since December 2017.
On July 30, 2025, the County Administrator executed FADAA Contract No. OSCAFAD202527-10, attached as Exhibit 3, on behalf of the Commission during summer recess for the grant period ending June 30, 2027. This awarded a total amount not to exceed $390,000 for MAT and ERIN program services to be provided by BARC throughout the initial period ending June 30, 2026. MAT and ERIN program services, which are offered to eligible patients with alcohol, opioid, or a combination of alcohol and opioid use disorders, include patient screenings, medical assessments, medication administration, readmission screening, readmission medical assessment, and lab work.
FADAA Contract No. OSCAFAD202527-10 was fully executed on August 6, 2025, with an effective date of July 1, 2025. MAT and ERIN program services continued uninterrupted between July 1, 2025, and August 5, 2025, for which BARC submitted invoices to FADAA totaling $33,016 (Exhibit 2). FADAA requires this Agreement (Exhibit 1) for reimbursement of the services provided.
The Agreement is in FADAA’s format and has been reviewed and approved as to form by the County Attorney’s Office.
