MOTION TO APPROVE Memorandum of Agreement No. R1193 between Broward County and the City of Miami for the County's participation in the 2024 Miami/Fort Lauderdale Urban Area Security Initiative (UASI) from the U.S. Department of Homeland Security through the State of Florida Division of Emergency Management, accepting a grant award in the amount of $321,974; authorize the Mayor and Clerk to execute the same; and authorize the County Administrator to execute any documentation required to receive the grant and amendments that do not increase financial obligation on the County, subject to review and approval as to legal sufficiency by the County Attorney’s Office, and to take the necessary administrative and budgetary actions for the implementation of the grant award.

Summary Explanation/Background
The Office of Emergency Management recommends approval of the above motion.
The Fiscal Year 2024 Urban Areas Security Initiative (UASI) program, allocating $12,388,404 to the Miami/Fort Lauderdale area, aims to enhance terrorism preparedness in high-threat, high-density urban areas. The Miami Urban Area Working Group (UAWG), governed by representatives from four Southeast Florida counties and 12 cities, oversees fund distribution. Broward County Emergency Management Division will receive $321,974 for planning and training. The proposed Memorandum of Agreement is with the City of Miami, the coordinating entity since Fiscal Year 2011.
Retroactive approval is requested, as the recurring UASI agreement typically arrives after its effective date but allows for reimbursement of eligible expenses retroactive to the effective date, in this case November 1, 2024. Upon full execution of this agreement, it will be extended to January 31, 2027.
The Grant Agreement is on a state-provided form and includes clauses deviating from standard County terms and conditions. This initiative requires coordination among core cities, counties, and the State Administrative Agency to build and sustain capabilities for preventing, protecting against, mitigating, responding, and recovering from terrorist acts.
