Why Action is Necessary
MOTION A. In accordance with the Broward County Procurement Code, Section 21.25(a), a sole source procurement may be designated when the Director of Purchasing determines that there is only one source or one reasonable source; any nonstandardized sole source procurement above the Director of Purchasing award authority must be approved by the Board.
MOTION B: In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, Board approval is required for awards with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS AND ENVIRONMENTAL SERIVCES DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.
The purpose of this action is to designate and award the only one source, Andritz Separation, Inc., as the original equipment manufacturer of Andritz Decanter Centrifuges products for maintenance and repair services.
On August 28, 2025, the Purchasing Division issued a Request for Information (RFI) to ascertain whether there were any other entities able to provide Andritz Decanter Centrifuges maintenance and repair services at Water and Wastewater Services (WWS). The RFI yielded three responses. Per WWS, the three vendors are not authorized to do repair services for Andritz Decanter Centrifuges. Additionally, the manufacturer, Andritz Separation, Inc., indicated that they were the sole representative for the purchase of Andritz Decanter Centrifuges products (Exhibit 1).
In accordance with the Broward County Living Wage Ordinance, Broward County Administrative Code, Section 26-101(i), these services are covered services. The single bidder, Andritz Separation, Inc., has agreed to be bound to the contractual obligations of the Living Wage Ordinance, which includes the minimum wage rate and employee benefits of health care and paid time off.
The allowances incorporated in the contract, in the total amount of $13,000 per year, are for shipping, handling and transportation of Andritz Decanter Centrifuges equipment, specialty subcontractor services, parts and materials, and travel expenses for on-site visits. Expenditures under these allowance items must be approved by the Contract Administrator and will be reimbursed at the contractor’s actual cost without mark-up.
WWS has reviewed the quotation submitted by Andritz Separation, Inc. and concurs with the recommendation for award (Exhibits 3).

The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
Andritz Separation, Inc.’s bid validity expired on February 24, 2026, and Andritz Separation, Inc., has agreed to extend it through May 25, 2026.
The initial contract period begins on the date of award and terminates two years from that date.
The contract consists of the County’s solicitation and the vendor’s response.
