Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated Agreement, with a value of more than $500,000, inclusive of the value of any renewals or extensions.
What Action Accomplishes
Provides a comprehensive software solution for a Homeless Management Information System (HMIS) to support the collection and storage of client-level data, expand standard data analysis and custom reporting capabilities, enable advanced data sharing interface capabilities, and provide advanced data presentation tools for individuals at risk of, and experiencing, homelessness.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE HUMAN SERVICES DEPARTMENT/HOUSING OPTIONS SOLUTIONS AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) determined that no County Business Enterprise (CBE) goal should apply to this solicitation (Exhibit 2).
The Agreement provides a comprehensive software solution for a Homeless Management Information System (HMIS) for the Housing Options Solutions and Support Division (HOSS-D). The HMIS is designed to collect and store client-level data, expand standard data analysis and custom reporting capabilities, and support advanced data-sharing interface capabilities to eliminate duplicate client data entry with third-party databases. The solution also includes enhanced data presentation tools to assist Broward County in the service delivery, evaluation, and reporting of individuals at risk of, or experiencing, homelessness (Exhibit 1).
The RFP was advertised on June 13, 2025 and, at the time of the submittal deadline on July 17, 2025, nine firms submitted proposals: Bitfocus, Inc. (Bitfocus); CaseWorthy, Inc.; Fly Like An Eagle Outreach, Inc.; Global Vision Technologies, Inc.; International Software Systems, Inc.; PlanStreet, Inc.; SGS Technologies, LLC; Swiss Software, LLC; and WellSky Corporation d/b/a WellSky.
On September 15, 2025, an Initial Evaluation Committee meeting was held. The Evaluation Committee (EC) determined that eight firms were both responsive and responsible to the solicitation requirements. Fly Like An Eagle Outreach, Inc. was deemed non-responsible for failure to meet the insurance requirements. The EC evaluated the responses and shortlisted four vendors to advance to final evaluation, which included vendor presentations, question-and-answer period, numerical scoring, and ranking.
On September 30, 2025 and October 1, 2025, Demonstration meetings with the Technical Review Team were held with four shortlisted firms: Bitfocus; CaseWorthy, Inc.; International Software Systems, Inc.; and WellSky.
On October 13, 2025, a Final Evaluation Committee meeting was held. After presentations, evaluations, scoring and ranking, the EC named WellSky as the first-ranked firm; Bitfocus as the second-ranked firm; International Software Systems, Inc. as the third-ranked firm; and CaseWorthy, Inc. as the fourth-ranked firm.
Five negotiation meetings were held - March 10, March 13, April 8, May 4, and May 20, 2026 - to negotiate the Agreement. These meetings were attended by representatives from WellSky, HOSS-D, the County Attorney’s Office, and the Purchasing Division.
The proposed Agreement includes authority for the Purchasing Director to renew the Agreement for up to five additional one-year terms. The proposed Agreement utilizes the County’s standard agreement form but deviates from the County standard terms in certain respects; these heavily negotiated changes and staff responses thereto are detailed in Exhibit 4.

The initial Agreement period begins on date of execution and terminates five years from that date.
