Summary Explanation/Background
The Fiscal Year 2025 total personnel cap is based on the Fiscal Year 2025 Adopted Budget. The Fiscal Year 2025 total personnel cap of 6,930 reflects a net increase of 14 positions compared to the Revised Fiscal Year 2024 personnel cap (Exhibit 1). The 19 positions added and five positions abolished from the personnel cap is briefly described below. (Intra-department transfers of positions are not described in detail).
Judicial (one new position) Judicial - one position is added for Fiscal Year 2025 to assist with the mental health court diversion program.
County Administration (three new positions) Office of Emergency Management - one position is added to assist with emergency preparedness efforts. Office of Economic and Small Business Development - one position is added to assist with international programs. Office of Intergovernmental Affairs - one position is added to provide administrative support functions related to grants, administration, boards and legislative affairs.
Libraries, Parks and Cultural (one new position) Cultural - one position formerly funded by a grant is added to the General Fund for Fiscal Year 2025.
Resilient Environment (three new positions and two abolished positions) Environmental Permitting Contracts - one position is added to support the Compliance Verification program. Licensing, Elevator and Regulatory - two positions are abolished from the Contractor Licensing Enforcement section. Zoning and Code Enforcement/Broward Municipal Service District - one position is added to assist with code enforcement in the BMSD. Housing Finance - one Full time grant position is added to replace a part-time 19 position.
Human Services (seven new positions and two abolished positions) Opioid Regional Settlement Fund - four positions are added for a full-time street outreach team. Community Partnerships - two positions are added for additional general support on Health Care Services contracts and one grant position is abolished. Family Success Administration - one position is added for the Financial Capability Program and one grant position is abolished.
Port Everglades (two new positions) - one position is added to coordinate efforts for the Foreign Trade Zone No. 25 marketing plan and one position is added to provide coverage at the eight cruise terminals.
Public Works (one new position) Solid Waste and Recycling Services - one position is added to increase monitoring efforts of waste processing areas to reduce the mixing of waste streams, assist with tire disposal and reduce the need for overtime.
Capital Positions
County Administration (one new position and one abolished position) Mobility Advancement Program Administration - one Full time Surtax position is added to replace a part-time 19 position and one full time position is abolished.
