Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.”

 

The Elderly and Veterans Services Division (“EVSD”) is responsible for the programmatic, fiscal, and operational management of the Home Care for the Elderly (“HCE”) Program. EVSD provides case management services and Areawide Council on Aging of Broward County, Inc. (“Council”), issues payments for subsidies. Priority is given to eligible seniors at high levels of frailty and risk of nursing home placement.

 

The First Amendment to Contract JH024-15-2025 will ensure that payments of clients’ basic subsidy are made exclusively via electronic payments. Upon approval by the Commission, the Amendment (Exhibit 1) will be effective retroactively to July 1, 2024.

 

Florida’s HCE Program funds are distributed through the Council. By acquiring these funds and partnering with the Council, EVSD provides community-based services that allow eligible seniors to age in place in their homes with familial caregivers.

 

The original Contract JH024-15-2025 was approved during the Commission’s 2024 Summer Recess (August 22, 2024, Agenda Item No. 74, Exhibit 9).

 

The Amendment is in the Council’s format and was reviewed and approved as to form by the Office of the County Attorney. The Council will sign last after the Commission’s approval.
