Summary Explanation/Background

THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.

 

This action supports the Broward County Board of County Commissioners’ (“Board”) Value of “Building partnerships and working collaboratively with others to meet shared objectives,” and the Goal of “Ensuring economic opportunities and a sustainable economy, with an emphasis on Broward’s lower and middle class.”

Resolve Fire and Hazard Response, Inc. (“Resolve”) has been a tenant at Port Everglades operating a maritime firefighting and rescue training facility
since 1994. On April 6, 2021 (Item No. 14), the Board approved the most recent lease agreement for a parcel of land in Midport at Port Everglades (See Exhibit 2) for the facility.  The facility serves U.S. and foreign merchant mariners, cruise line personnel, Broward Sheriff’s Office (“BSO”) Fire Rescue Station No. 6 personnel, and other eligible trainees. Resolve has constructed and operates a simulated ship and classroom facility on the premises to provide this specialized training. The current lease, as subsequently amended, is scheduled to expire on April 30, 2026.

 

Resolve has applied for a renewal of its lease to continue operating the training facility and maintaining the improvements on the premises. The Port Everglades Department has negotiated a new Lease Agreement with Resolve to continue this longstanding relationship and ensure the continued availability of maritime emergency response training at the Port.

 

The proposed Agreement provides for a five-year term commencing May 1, 2026, and expiring April 30, 2031, for approximately 31,743.9 square feet (0.7287 acres) of land in Midport. Annual rent will be paid in arrears and increases over the term from $85,391 in Lease Year 1 to $118,405 in Lease Year 5.

 

Consistent with prior agreements, Resolve will continue to provide training to BSO Fire Rescue Station No. 6 personnel at established rates, the value of which may be credited against rent, subject to the terms and reporting requirements set forth in the Agreement.

 

The Lease Agreement has been reviewed and approved as to form by the Office of the County Attorney.

Fiscal Impact/Cost Summary

While the Port Everglades Department could realize an estimated $505,998 in rental revenue over the five-year term of the Agreement, based on the historical utilization of firefighting training by BSO personnel and the application of corresponding rent credits, staff anticipates that net revenue to the County will be $0 over the term.
