Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” FDLE funding allows Broward County to provide services and utilize funds to oversee and administer FDLE-funded programs for the award period of October 1, 2023, through September 30, 2024.
Under the Justice Assistance Grant (“JAG”) Program, the U.S. Department of Justice, Office of Justice Programs, and Bureau of Justice Assistance provides funding to reduce and prevent violent crime. FDLE distributes state-allocated JAG program funds through a designated, formula-based, non-competitive application process.
On July 6, 2023, FDLE posted a notice of the annual JAG program funding for its award period from October 1, 2023, through September 30, 2024, on its website. On October 1, 2023, Broward County submitted four grant applications to FDLE requesting funds to (i) purchase computer equipment and furniture for general use of the Crisis Intervention and Support Division at the Nancy J. Cotterman Center; (ii) provide sentence mitigation training for attorneys at the Law Office of the Public Defender, 17th Judicial Circuit (“Public Defender”); (iii) purchase mental health first aid training books for UW to use in training first responders; (iv) purchase computer equipment, tablets, printers, and peripherals for the Office of the State Attorney, 17th Judicial Circuit (“State Attorney”) to provide human trafficking prevention and educational program support; and (v) provide oversight and administration of FDLE-funded programs for the award period of October 1, 2023 through September 30, 2024.
On February 28, 2024, FDLE provided four grant agreements: R7144 for Nancy J. Cotterman Center computer equipment and furniture (Exhibit 3), R7145 for oversight and administration of the other FDLE-funded programs (Exhibit 4), R7147 for the purchase of training books for UW (Exhibit 5), and R7148 for the Public Defender sentence mitigation training (Exhibit 6). On April 10, 2024, FDLE provided the final grant agreement, R7149 for the purchase of computer equipment, tablets, printers, and peripherals to provide human trafficking prevention and educational program support for the State Attorney (Exhibit 7).
The Office of the County Attorney has reviewed and approved for legal sufficiency the FDLE grant agreements and asked that it be disclosed that FDLE would not make edits to grant agreement R7148 to clarify the entity providing the sentence mitigation training. The grant agreements are in FDLE’s format, so FDLE will sign last.
The Human Services Department (“HSD”) requests Commission approval to enter into new agreements with specified service providers (Exhibit 1, Attachment A). Exhibit 1, Attachment B describes how HSD will utilize the additional funds. This item requests retroactive approval of the agreements effective October 1, 2023, as HSD did not receive the final notice of award until April 10, 2024.
