A. MOTION TO AUTHORIZE County Administrator to execute the Third Amendment to Agreement No. 25-CP-CSA-1711-01 between Broward County and Broward Children’s Center, Inc. effective October 1, 2026, through September 30, 2027, to remove the Medical Care Support Services program, reduce the amount allocated to the Advocacy Services program, increase the amount allocated to Respite Care with Enrichment Services program, and decrease the Agreement amount from $996,389 to $800,000 subject to legal sufficiency review and approval by the County Attorney’s Office; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement as amended.

MOTION TO AUTHORIZE County Administrator to execute the Fourth Amendment to Agreement No. 25-CP-CSA-4000-01 between Broward County and YWCA South Florida, Inc., effective October 1, 2026, through September 30, 2027, to revise the eligibility requirements for the Court Supervision Drop-in Childcare Services with Enrichment program, subject to legal sufficiency review and approval by the County Attorney’s Office; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement as amended.

What Action Accomplishes
A. Approval of Motion A removes the Medical Care Support Services program, reduces the amount allocated to the Advocacy Services program, and increase the amount allocated to the Respite Care with Enrichment Services program from the Broward Children’s Center, Inc. Agreement No. 25-CP-CSA-1711-01.
B. Approval of Motion B amends the Agreement with YWCA South Florida, Inc., Agreement No. 25-CP-CSA-4000-01, to clarify the eligibility criteria for the Court Supervision Drop-in Childcare Services with Enrichment program eligibility criteria.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Approval of these actions will remove the Medical Care Support Services program, which is a medical home model that provides advanced primary care services to manage chronic health conditions, from the Agreement with the Broward Childrens Center, Inc. This removal will permit the reallocation of funds to the Respite Care with Enrichment (In-Home and Out-Of-Home) program within the same Agreement.
Approval also allows for the clarification of eligibility requirements for the Court Supervision Drop-in Childcare Services with Enrichment program from the Agreement with the YWCA South Florida, Inc.
On January 15, 2025, Broward County and the Broward Childrens Center, Inc. entered into the original Agreement for the provision of the following programs: Advocacy Services, Medical Care Support Services, and Respite Care with Enrichment Services (In-Home and Out-Of-Home). The Agreement included one Initial Term and two renewal option periods. The Agreement is now in Option Period Two during Fiscal Year 2026-2027.
During the Initial Term and Option Period 1, Broward Childrens Center, Inc. experienced persistent operational challenges with the Medical Care Support Services, which were evident in their Quarterly Spending Plan/Operations Analysis Response during the first and second terms of the Agreement. These challenges resulted in an underutilization of funds, which required a reduction of funding to Medical Care Support Services funding during Option Period 1. In consultation with Broward Childrens Center, Inc., it was determined that the challenges could not easily be overcome, and it would be in the best interest of the clients being served to no longer offer these services and increase funding for the Respite Care with Enrichment Services (In-Home and Out-of-Home) program as outlined in the Third Amendment.
Additionally, on January 9, 2025, Broward County and YWCA South Florida, Inc., entered into the original Agreement to provide for Court Supervision Drop-In Childcare Services with Enrichment. The program is currently in Option Period 2. YWCA South Florida, Inc., desires a Fourth Amendment to the Agreement to revise the eligibility criteria to include parents, legal guardians, or authorized custodial representatives of child victims of domestic violence. This Amendment also updates language to include appearances on behalf of a child victim and revised language to allow documentation for the caregiver's or child's qualifying court proceedings as verification of eligibility. These changes will allow the Court Supervision Drop-In Childcare Services with Enrichment program to apply to a wider range of individuals attending court proceedings.
The Third Amendment to Agreement No. 25-CP-CSA-1711-01 and the Fourth Amendment to Agreement No. 25-CP-CSA-4000-01 will be reviewed and approved for legal sufficiency by the County Attorney’s Office.
