Why Action is Necessary

In accordance with review requirements under Section IX of the Agreement for the Broward Futures Endowment (“Agreement”) among Broward County, The Sheriff’s Office of Broward County, Broward College Foundation, Inc., and The District Board of Trustees of Broward College, Florida (collectively referred to as the “Parties”), the Parties must review the Broward Futures Endowment Program outcomes and make recommendations to revise, continue, or terminate the Agreement.

 

What Action Accomplishes

Approval of this Motion provides the Broward Futures Endowment Program annual report on student success outcome measures to the Broward County Board of County Commissioners (“Commission”).

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Approval provides for compliance with the Agreement’s review requirements and continues the scholarship program for at-risk students.

On September 11, 2012 (Item No. 15), the Commission approved a new Agreement between Broward County and the Parties to provide scholarships for at-risk students to attend Broward College. The Agreement requires Broward College to provide reports outlining awards, disbursements, data relating to student outcomes and success within the program, as well as a financial report. In addition, every three years the participating Parties are to assess performance and recommend whether to revise, continue, or terminate the Agreement. The Commission also authorized the County Administrator to execute amendments except for those increasing the funding amount.

On January 15, 2016, the Parties executed a First Amendment to revise certain terms and conditions of the Agreement after the required review. On June 10, 2022, the Parties executed a Second Amendment revising Article V, revising data reports, adding mentoring programs and including youth involved in the criminal justice system or any civil citation program, and revising certain terms and conditions of the Agreement after the required review. The Parties continued the Agreement as amended for an additional three years with no additional changes.

On May 14, 2024, the Parties met to assess the Broward Futures Endowment Program’s scholarship performance. The Parties met again on October 22, 2024, November 4, 2024, and December 17, 2024, which resulted in the Parties recommending the Agreement be amended to update and clarify the mentoring requirements to increase utilization of the scholarship fund.

On January 22, 2025, the draft amendment was routed to the County Attorney’s Office for review. On February 3, 2025, the County Attorney returned the documents to be routed to Broward College for review. The documents were sent to Broward College on the same day.

On January 14, 2025, the Office of the County Auditor published the Audit of the Broward Bridge Scholarship Program. The Parties met on August 20, 2025, August 26, 2025, September 18, 2025, October 16, 2025, and November 17, 2025 to further discuss proposed revisions and the audit report recommendations. The Parties’ previously proposed recommendations were revisited, with the intent of aligning eligibility requirements to support students who were previously awarded scholarships under the now fully expended Broward Bridge Scholarship program.

On November 3, 2025, Broward County received the Broward Futures scholarship recipients’ annual report dated October 2025 (Exhibit 1). The report is redacted to remove the names of the students, in accordance with the protections afforded under the Family Educational Rights and Privacy Act.

This action provides the Broward Futures Endowment Program annual report on student success outcome measures as well as other information regarding Broward Futures scholarship recipients to the Commission.
