Manatee Protection Plans and revisions must be based on certain data and studies required by the Florida Manatee Sanctuary Act and must include coordination with the Florida Fish and Wildlife Conservation Commission and the U.S. Fish and Wildlife Service.

Summary Explanation/Background
The motion directs County staff to initiate an update to the Broward County Manatee Protection Plan (MPP) by coordinating with the appropriate state and federal agencies and updating the information required to revise the MPP, such as a comprehensive boat facility inventory, a habitat information review (including a seagrass study), manatee aerial survey study, and boating activity and compliance studies, as required by the Florida Manatee Sanctuary Act. The previous studies were completed in 2005. Updated data will be compiled and reviewed and may include support for an increase in the number of boat slips allocated under the MPP. Any required procurements will be conducted pursuant to the applicable provisions of the Broward County Procurement Code, and the additional FTE will be hired specifically for this MPP update and funded by the MPP Fund. After the required coordination with the state and federal agencies, the proposed updated MPP will be presented to the Board for consideration and adoption.

Fiscal Impact/Cost Summary
Updating the MPP will require hiring consultants for the recreational boating study and comprehensive seagrass study and 1 FTE to manage the project. Estimated impact to the Manatee Protection Fund is $1.1 million, which is available in the fund balance.
