Summary Explanation/Background
On November 15, 2022 (Item Nos. 67 and 68), the Board approved four contracts with Universal Protection Service, LLC d/b/a Allied Universal Security Services, LLC (“Allied”) and Global Security Consulting Group, Inc. (“Global”) for security guard services at Fort Lauderdale-Hollywood International Airport, Perry Airport, and Port Everglades.
Allied and Global are required to pay certain living wage and health care benefit costs. The current healthcare benefit cost amount is $3.76/hour per covered employee; however, the actual cost to Allied and Global to continue the employees’ current health care coverage for 2024 is $4.06/hour, based upon information provided by Allied and Global (Exhibit 1).
This agenda item would direct the Purchasing Director to increase the amount paid to Allied and Global under the applicable contracts by $.30/hour for the current contract year (January 1 to December 31, 2024) to fund this differential, and authorize the Purchasing Director to negotiate and execute any necessary documents to effectuate this change.
The proposed increase will allow contracted security guards to maintain their health care benefits, which have increased in cost from $3.76 per hour to $4.06 per hour. The increase would not apply to hourly billings paid for County Business Enterprise (CBE) hours (CBE goal is 25%) to the extent the CBE employer health care benefits costs do not exceed the health care benefit cost amount required under the Living Wage Ordinance (currently $3.76/hour per covered employee).
