Why Action is Necessary

In accordance with Section 21.47(a) of the Broward County Procurement Code, Board of County Commissioners (“Board”) approval is required because the contract value, inclusive of optional services, renewals terms and extensions, exceeds $500,000.

 

What Action Accomplishes

Extends the Agreement until November 18, 2029, with five additional one-year renewal periods; updates the scope of services, compensation, and payment schedule; adds optional website redesign services; and allows County agencies to continue receiving the technology products and services provided under the Agreement without interruption.

Summary Explanation/Background

VISIT LAUDERDALE RECOMMENDS THE APPROVAL OF THE ABOVE MOTIONS.

 

The Agreement was competitively procured in 2021 and approved by the Board on June 15, 2021 (Item No. 100). The Agreement was executed on November 19, 2021. Simpleview, LLC subsequently assigned its rights and obligations under the Agreement to Granicus, LLC (“Granicus”).

 

Granicus provides Visit Lauderdale with integrated website design and hosting services, including its Customer Relationship Management ("CRM") database, Content Management System ("CMS"), and Digital Asset Management ("DAM") platforms. These systems support Visit Lauderdale's partner management, sales leads, Business Participation Programs, inventory, media assets, and other operational functions. Visit Lauderdale has utilized these technology products and services for more than 20 years, during which the systems have been extensively customized to support its business requirements, including custom data fields, workflows, and specialized reporting.

 

The proposed First Amendment extends the Agreement through November 18, 2029, followed by up to five additional optional one-year renewal periods (“Renewal Terms”), and updates the scope of services, compensation, and payment schedule. The First Amendment also provides optional website redesign services for Visit Lauderdale and Port Everglade’s respective websites (“Optional Website Redesigns”). Each website may be redesigned once during the Extended Term and once during all Renewal Terms combined. The First Amendment authorizes the Director of Purchasing to approve the Optional Website Redesigns at the fixed rates stated in Exhibit B (an aggregate cost to the County of $633,478).

 

The First Amendment increases the potential not-to-exceed amount of the Agreement by $12,692,377, from $5,126,690 for the Initial Term to $17,819,067 through the Extended Term and all five optional one-year Renewal Terms, if all renewal periods and Optional Services are exercised. The First Amendment will authorize the Director of Purchasing to exercise each of the Renewal Terms, which have a combined not-to-exceed amount of $8,022,641 if all five optional one-year Renewal Terms are exercised. The County is not obligated to exercise any Renewal Term, authorize any Optional Services, or expend the maximum amount authorized under the Agreement.

 

Continuation of the Agreement will allow Visit Lauderdale and other County agencies to maintain their existing integrated technology environment and avoid the costs, operational disruption, and data-migration risks associated with transitioning these systems to another platform.

Fiscal Impact/Cost Summary

The First Amendment increases the potential not-to-exceed amount of the Agreement by $12,692,377, from $5,126,690 to $17,819,067. The $17,819,067 represents the total potential value of the Agreement from its effective date through the expiration of all five optional one-year renewal periods, if all renewal periods and optional services are exercised. Funding estimated for Fiscal Year 2027 is included in the Fiscal Year 2027 budgets of Visit Lauderdale, Port Everglades, and Aviation for their expected portion of the contract. This is a multi-year contract where funding will need to be budgeted over several Fiscal Years.
