Summary Explanation/Background

THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE HOUSING AND URBAN PLANNING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

Plantation MF Quattro, LLC is requesting the Board approve an amendment to the Affordable Housing Declaration of Restrictive Covenants (DRC) in connection with Land Use Plan Amendment (LUPA) PC 25-3. The DRC has not yet been recorded. The Board approved the LUPA on September 16, 2025, with the voluntary commitment to designate 39 dwelling units as moderate-income affordable housing (up to 120% of median income). Subsequent to the County approval, the City of Plantation approved a variety of housing options to consist of 32 dwelling units as moderate-income affordable housing, 24 dwelling units reserved for 120% of median income and eight (8) dwelling units reserved for up to 80% of median income. The DRC must be amended to modify the reserved number of affordable housing units and the income level requirements for those units.

The application has been reviewed by the Broward County Planning Council, with no stated objection to the request (Exhibit 3). The amended Affordable Housing DRC has been reviewed by the Office of the County Attorney and approved as to form (Exhibit 4).
