MOTION TO APPROVE Interlocal Agreements in connection with the Integrated Water Resource Plan Grants awarded to the City of Coconut Creek ($175,000), the City of Oakland Park ($175,000), the City of Pompano Beach ($175,000), and the City of Sunrise ($120,000), respectively, in substantially the form of Exhibits 1, 2, 3, and 4; to authorize the County Administrator to execute the Interlocal Agreements with any required modifications, provided such modifications do not impose any additional, material financial risk on the County, and subject to review and approval as to legal sufficiency by the Office of the County Attorney; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Interlocal Agreements. Pursuant to Section 163.01, Florida Statutes, Board action is required to approve interlocal agreements between Broward County, municipal governments, and independent districts.
What Action Accomplishes
Approves the Interlocal Agreements and authorizes the County Administrator to execute the Interlocal Agreements and to take all necessary administrative and budgetary actions to implement the same.

Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT AND THE BROWARD COUNTY WATER ADVISORY BOARD RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the County Commission’s Value of Collaborates, “Building partnerships and working collaboratively with others to meet shared objectives,” and the Goal of Resilient Community, “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”
The Broward County-wide Integrated Water Resource Plan (“IWRP”) was developed in partnership with municipal leaders, water managers, utility directors, and other stakeholder groups to provide coordination in county-wide water resource management for more efficient and effective use of limited water resources for urban and nature system needs. The County’s IWRP grants have been offered to drainage districts, water control districts, utilities, and municipal partners since early 2000, providing up to 50% cost-share funding toward projects that help to advance water management projects consistent with the IWRP goals.
Consistent with prior announcements, the 2023 IWRP Grant announcement invited applications in two cost share categories: 1) feasibility analysis and preliminary design of water resource management projects; or 2) construction of reclaimed water projects. Five grant applications were received and advanced for review by the Technical Advisory Committee on 10/20/2023 and later endorsed by the Water Advisory Board on 11/03/2023. Four of the five projects require an Interlocal Agreement (ILA) and were approved by the Water Advisory Board to be transmitted to the Board of County Commissioners for funding approval.
The four recommended projects that require an ILA are as follows:
1. The City of Oakland Park proposes to construct a 295,000-gallon subsurface detention system within City Park green space to capture stormwater runoff. Stored water will be used to irrigate the 5-acre park, with the top slab of the structure designed as a performance platform and outdoor seating area. Proposed IWRP grant award is $175,000, roughly 14% of the total project cost of $1,209,130.
2. The City of Coconut Creek proposes to expand reuse water for landscape irrigation and includes the construction of approximately 13,685 linear feet of 12” reuse main line with connections in every block of MainStreet at Coconut Creek. The 0.25 MGD system is expected to eliminate the need for potable water irrigation throughout the 200-acre site. Proposed IWRP grant award is $175,000, roughly 10% of the total project cost of $1,765,360.
3. The City of Pompano Beach proposes to expand reuse services in the City of Lighthouse Point, which requires the use of reuse water by ordinance. The project includes installation of approximately 5,900 linear feet of 4” and 6” reuse main lines in NE 20th Avenue, NE 20th Terrace, NE 21st Avenue, NE 25th Street and NE 26th Street in Lighthouse Point. Proposed IWRP grant award is $175,000, roughly 20% of the total project cost of $828,940.
4. The City of Sunrise proposes to expand the existing reuse system to increase the distributed reuse at the 45-acre Sawgrass Utility Complex. This project includes installation of over 7,600 lineal feet of irrigation mainline, 30,000 lineal feet of irrigation lateral lines, and system reconfiguration work to convert the existing potable water irrigation system to reclaimed water. The Utility estimates a 16 million gallon per day offset to potable water use. Proposed IWRP grant award is $120,000, roughly 13% of the total project cost of $895,000.
The total IWRP cost share for these projects is $645,000, with a total local match of $4,698,430, or approximately 86%, exceeding the minimum 50% local cost share requirement for individual projects and in sum.
Support for cost share funding of these projects will further the advancement by of the IWRP by encouraging reuse of stormwater and wastewater as beneficial water resources, reducing the county-wide demand on potable water for non-potable purposes.
