Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Board of County Commissioners’ approval is required for threshold increases above the $500,000 award authority of the Director of Purchasing.
What Action Accomplishes
Provides additional funding to ensure continuity of service and timely responses for pressure washing properties for the Facilities Management Division and various County Agencies for the remainder of the contract.

Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The contract provides pressure cleaning services at bus terminals, garages and other Broward County facilities. Services include all required labor, materials, equipment and incidentals.
On January 5, 2023, in accordance with the December 13, 2022, Agenda Item No. 25 Boards’ 2022/2023 Winter Recess, the County Administrator awarded Contract No. BLD2124731B1_1, between Broward County and King of Pressure, Inc. for Pressure Cleaning Services for the Facilities Management Division, for an initial three-year term with a maximum not-to-exceed amount of $914,757, with two additional one-year renewal terms for a potential five-year maximum contract amount of $1,524,595, which included all reimbursable expenses.
On February 17, 2023, the Director of Purchasing approved Amendment No. 1 to Contract No. BLD2124731B1_1 which revised the contract effective date to February 24, 2023, and increased unit prices, to mitigate increased costs associated with new living wage rates and paid time off (PTO), by $42,705 ($8,541 annually for five years) for a new potential five-year maximum contract amount of $1,567,300.
On May 9, 2023, King of Pressure, Inc. submitted a letter to resign from the contract claiming that they could not meet the contract requirements.
On July 6, 2023, the Purchasing Division sent King of Pressure, Inc. a Notice of Termination.
On August 1, 2023, in accordance with the June 13, 2023 Agenda Item No. 29 Board’s Summer Recess, the County Administrator awarded Contract No. BLD2124731B1_2, between Broward County and the next lowest responsive, responsible bidder YJ & R Landscaping Services, Inc. for Pressure Cleaning Services for the Facilities Management Division, for an initial three-year term with a maximum not-to-exceed amount of $1,968,600, with two additional one-year renewal terms for a potential five-year maximum contract amount of $3,281,000, which included all reimbursable expenses.
On August 24, 2023, the Director of Purchasing approved Amendment No. 1 to Contract No. BLD2124731B1_2 which retroactively revised the contract effective date to August 1, 2023, and increased unit prices, to mitigate increased costs associated with new living wage rates and PTO, by $122,400 ($24,480 annually for five years) for a new potential five-year maximum contract amount of $3,403,400.
On July 26, 2024, the Director of Purchasing approved a 3% Consumer Price Index increase of $49,844 ($12,461 annually for four years) for a new potential five-year maximum contract amount of $3,453,244.
On July 23, 2025, the Director of Purchasing approved a 3% Consumer Price Index increase of $37,932 ($12,644 annually for three years) for a new potential five-year maximum contract amount of $3,491,176.
On October 23, 2025, the Director of Purchasing awarded a threshold increase in the total amount of $289,750 increasing the initial three-year term to $2,369,356 for a new potential five-year maximum contract amount of $3,780,926.
The proposed threshold increase is necessary to meet the anticipated demand of pressure cleaning properties to address routine and unforeseen emergency service requests.
