Summary Explanation/Background

THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/ENTERPRISE TECHNOLOGY SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

The purpose of this sole brand approval is to designate Proofpoint as the email security solution for Broward County. This solution protects Broward County’s network and critical data from advanced malware and non-ware email threats, such as email fraud (also known as business email compromise (BEC)). The Proofpoint solution also detects emails with malicious uniform resource locators (URLs) or attachments and blocks ransomware and polymorphic malware using advanced BEC defense.

On January 14, 2025, the Purchasing Division issued a Request for Information (RFI)/Notice of Intent to designate sole brand to ascertain whether there are any other entities/brands that are able to provide a multi-layered email security solution subscription to protect critical data from advanced email threats. The RFI was advertised for five days per Broward County Procurement Code Section 21.25(b). The RFI yielded four vendor responses. According to the Enterprise Technology Services, one vendor indicated that they could provide Proofpoint as an authorized reseller, one vendor offered an unrelated product, and two vendors proposed an insufficient solution (alternate brand) that lacks necessary functionality. Based on this information, the Director of Purchasing recommends approval of this sole brand (Exhibit 1).

The Director of Purchasing will award an open-end contract to the low, responsive and responsible bidder from a competitive solicitation issued to authorized resellers. The Enterprise Technology Services Division anticipates the total estimated annual amount to be $340,000, for a potential six-year estimated amount of $2,040,000.

Once awarded, the new contract will replace the current contract, which will expire on March 31, 2025.

Incumbent: DigitalEra Group, LLC; Contract Number and Title: TEC2128126G1, Proofpoint Email Security; Contract Term: March 28, 2024 through March 31, 2025, with no renewals. Expenditures to date: $306,173.79.
