Approval of Motions A and B authorize the amendment of Section 15.23, “Emergency Conditions,” in Agreements Nos. 22-CP-HIP-9026-01 (Exhibit 1) and 22-CP-HIP-9026-02 (Exhibit 2) for The Salvation Army to provide mass care and recovery-related services in coordination with Broward County during and after “Emergency Conditions,” as defined in the Agreements.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE HOUSING OPTIONS, SOLUTIONS, AND SUPPORTS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The Amendments will allow The Salvation Army (“TSA”) to provide mass care and recovery-related services in coordination with Broward County during and after “Emergency Conditions,” as defined in the Agreements. Services may include, but are not limited to, distributing food, water, and ice, in addition to providing case management services to individuals displaced or affected by the Emergency Conditions, referred to as “Disaster Evacuees.”

 

TSA Agreement No. 22-CP-HIP-9026-01: On September 9, 2021 (Item No. 4), the Commission approved Agreement No. 22-CP-HIP-9026-01 between Broward County and TSA to provide rapid rehousing and low-demand emergency shelter beds to individuals and families experiencing homelessness. The current Fiscal Year 2023-2024 allocation for these programs is $2,364,153.

 

TSA Agreement No. 22-CP-HIP-9026-02: On May 24, 2022 (Item No. 4), the Commission approved Agreement No. 22-CP-HIP-9026-02 between Broward County and TSA to provide permanent supportive housing services to individuals and families experiencing homelessness. The current Fiscal Year 2023-2024 allocation for these programs is $1,325,000.

 

The Human Services Department requests Commission approval to amend Section 15.23, “Emergency Conditions,” effective upon execution, in Agreements No. 22-CP-HIP-9026-01 and No. 22-CP-HIP-9026-02 so that TSA may provide mass care and recovery-related services in coordination with Broward County during and after Emergency Conditions. Mass care and recovery-related services may include, but are not limited to, distributing food, water, and ice and providing case management services to Disaster Evacuees. Emergency Conditions include, but are not limited to:

 

(a.) any natural, technological, or terrorism-related disaster or emergency for which assistance is requested from Emergency Support Function (“ESF”) No. 6/Human Services Branch by the Broward Emergency Division, which starts when a state of emergency is declared by federal, state, or local government; or

 

(b.) any natural event, local or geographical in size, that (i) does not require assistance from the ESF No. 6/Human Services Branch by the Broward Emergency Division or (ii) is not declared by federal, state, or local government as a state of emergency but is declared by the County Administrator as an event that requires emergency supportive or recovery-related services on a large scale.

 

The amendment to Section 15.23 recognizes that TSA responds to emergencies throughout the State of Florida and that TSA’s resources may have already been deployed to a disaster in another area of the state.

 

The Office of County Attorney has reviewed and approved the Amendments as to form. Copies of the Amendments are attached as Exhibits 1 and 2.
