Why Action is Necessary
Motion A: In accordance with Broward County Procurement Code, Section 21.19(a), Standardization, the Board shall approve standardization for purchases above the award authority of the Director of Purchasing.
Motion B: In accordance with Broward County Procurement Code Section 21.47, Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT/WATER AND WASTEWATER OPERATIONS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The purpose of this contract is to provide parts, maintenance (preventive and corrective), and repairs for the blower units, associated piping, and support systems, currently in operations at the North Regional Wastewater Treatment Plant (NRWWTP) in Pompano Beach, Florida.
Continental Blower LLC (Continental) is the manufacturer and only authorized service provider for the blower units located at NRWWTP. The Water and Wastewater Operations Division (WWOD) has over $3,000,000 of Continental equipment. The majority of Continental equipment was installed as part of a construction project and put was put into operations in August 2020.
On April 18, 2025, the Purchasing Division issued a Request for Information (RFI) Notice of Intent to designate sole source to ascertain whether there were any other entities able to provide related blower parts, maintenance, and repairs to the existing blower units at the NRWWTP, for WWOD. The RFI closed on April 28, 2025, and yielded no responses. Additionally, in a letter dated January 22, 2025, Continental stated that all service work required for the Continental blowers (multi-state centrifugal machines) must be completed by factory trained personnel, using proprietary parts (Exhibit 1).
On September 12, 2025, a quotation request was issued to Continental. The quote was received on September 17, 2025 (Exhibit 2). No exceptions were taken to the County’s general conditions.
The WWOD has reviewed the prices submitted by Continental and concurs with the recommendation for award (Exhibit 3). One vendor performance evaluation was completed for Continental; the firm has an overall performance rating of 3.11 out of possible rating of 5.0. Copies of the vendor performance evaluation are available upon request.
The allowances incorporated in the contract, in the total amount of $10,000 per year, are for unforeseen shipping, handling, and transportation charges, specialty contract services, shop parts and materials. Expenditures under these allowance items must be approved by the Contract Administrator and will be reimbursed at the contractor’s actual cost without mark-up. Repair parts will be ordered at a fixed percent discount off list.
The Director of Purchasing recommends approval of this sole source, standardization designation to Continental Blower LLC for all blower parts, maintenance, and repairs to the existing blower units (and related systems) in operations at the NRWWTP.

The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award (Exhibit 2).
The initial contract period begins upon the expiration date of the current contract and terminates one year from that date.
