Why Action is Necessary

A. Board approval is required for participation in any County economic incentive program pursuant to Section 9½-55(a), Broward County Code of Ordinances.

 

B. Board approval is required to authorize the County Administrator to execute any documents necessary to implement and administer the approved economic development incentives.

 

What Action Accomplishes

A. This action will allow the projects identified in Exhibit 1, which were previously approved under the Direct Cash/Job Creation Incentive Program, to be awarded under the Strategic Job Creation Incentive Program.

 

B. This action authorizes the County Administrator to execute all necessary documents, reviewed for legal sufficiency by the Office of the County Attorney, provided there is no increase in the County’s total financial commitment, to effectuate and administer the projects’ participation in the Broward County Strategic Job Creation Incentive Program.

Summary Explanation/Background

THE OFFICE OF ECONOMIC AND SMALL BUSINESS DEVELOPMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Board of County Commissioners' Vision of “From sawgrass to seagrass, an inclusive and resilient community with a thriving quality of life”, and Goal of “Ensuring economic opportunities and a sustainable economy, with an emphasis on Broward's lower and middle class."

 

The Board of County Commissioners (“Board”) approved the projects listed in Exhibit 1 under the Direct Cash/Job Creation Incentive Program prior to Board approval of the Strategic Job Creation Incentive Program (“SJCI Program”).  Based on the fact that the projects do not involve significant capital investment, approval under the SJCI Program is more appropriate as the SJCI Program’s primary consideration for award is the number of jobs created and the salaries for those jobs.  All of the projects meet the requirements specified under the SJCI Program except Project Play, which was awarded $1,500 per new job created (under the SJCI Program this Company would qualify for $1,000 per new job created) and has a 50:50 County and City match instead of the 70:30 County and City match required by the SJCI Program, reflecting an increase in the city’s contribution. The incentive funding and number of jobs required will remain the same for all projects. 

 

All incentives are pay for performance incentives and the County Auditor or designee will be performing the annual comprehensive performance audit to verify jobs created.
