THE OFFICE OF ECONOMIC AND SMALL BUSINESS DEVELOPMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This item supports the Board of County Commissioners' Vision of “From sawgrass to seagrass, an inclusive and resilient community with a thriving quality of life”, and Goal of “Ensuring economic opportunities and a sustainable economy, with an emphasis on Broward's lower and middle class."
On March 3, 2015, the Broward County Board of County Commissioners (“Board”) approved in concept the creation of an economic development program for the Broward Municipal Services District (BMSD) at its economic development workshop. On September 15, 2016, the Board approved the BMSD Economic Development Program (Agenda Item No. 77) to support revitalization of the BMSD’s commercial corridors.
On October 7, 2025, the Board approved updated descriptions of the BMSD Economic Development Program components and authorized their continuation for Fiscal Years 2026 and 2027, with agreements limited to a maximum term of two years and not extending beyond September 30, 2027, without further Board action. As part of that action, it was contemplated that the Office of Economic and Small Business Development (“OESBD”) would return to the Board with a Resolution to incorporate the BMSD Economic Development Program into the Broward County Administrative Code, thereby establishing an ongoing administrative framework for the BMSD Economic Development Program, subject to annual funding approved by the Board.
The BMSD Economic Development Program consists of business revitalization initiatives intended to support corridor development and address blighted conditions within the BMSD’s commercial corridors. The BMSD Economic Development Program currently includes the following grant programs: Façade/Property Improvement, Business Development/Redevelopment, Demolition, Property Security/Hardening, and Strategic Land Assembly.
Approval of this item would direct the County Attorney’s Office to draft a Resolution to amend the Broward County Administrative Code to codify the BMSD Economic Development Program. The Resolution is anticipated to establish the framework for administration of the program, including authority for the County Administrator to approve projects in accordance with applicable program guidelines and subject to available Board-approved funding.
