Why Action is Necessary
Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize revenue and Broward County Board of County Commissioners (“Commission”) approval is required for adjustments to funding previously approved by the Commission.
What Action Accomplishes
Approval adopts funding to assist the Human Services Department to continue initiatives that provide care support services to individuals living with HIV in Broward County.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The funding supports the provision of core medical and care support services to individuals living with HIV in Broward County.
On September 21, 2021 (Item No. 9), the Commission approved Broward County’s grant application to the U.S. Department of Health and Human Services (“HHS”), Health Resources and Services Administration (“HRSA”) in the amount of $49,533,270 for the federal Ryan White grant period of March 1, 2022, through February 28, 2025, to provide core medical and support services in addition to planning and evaluation services for persons living with HIV.
On August 28, 2023, Broward County submitted a request to HRSA to carryover Part A and Minority AIDS Initiative (“MAI”) funds from FFY 2022 to FFY 2023 (Exhibit 1). Carryover funds were requested for the funding of service categories: Outpatient/Ambulatory Health, MAI Mental Health, MAI Substance Abuse Outpatient Care, and MAI Non-Medical Case Management.
On September 15, 2023, Broward County received HRSA’s approval of the carryover request in the amount of $608,675 (Exhibit 3). Carryover funding will be utilized for reimbursement of services identified in Exhibit 1 and issued to providers of the designated services as previously approved by the Commission on February 21, 2023, Item No. 8. All carryover funds are anticipated to be used due to previous HRSA underfunding of the designated services.
