A. MOTION TO ADOPT Resolution of the Board of County Commissioners of Broward County, Florida, authorizing the County Administrator, or their written designee, to sign and submit an application for federal assistance for the Federal Transit Administration’s Fiscal Year 2026 FIFA World Cup Formula Funding pursuant to 49 U.S.C. Section 5307-9C, Urbanized Area funds, in the amount of $995,440; authorizing the County Administrator, or their written designee, to furnish the FTA with additional information that may be required for FTA review and consideration of the grant application; authorizing the County Administrator, or their written designee, to execute a grant award agreement under this grant program and to sign any and all other documentation that may be required in connection with the grant application or award, subject to review and approval of the grant agreement and other documentation for legal sufficiency by the Office of the County Attorney; authorizing the County Administrator to take all necessary administrative and budgetary actions to implement the grant; and providing for an effective date.
B. MOTION TO ADOPT budget Resolution within the Transit Capital Grant Fund to appropriate revenue in the amount of $995,440 for the purpose of reimbursement for expenditures from the 2026 FIFA World Cup.

Why Action is Necessary
A. Broward County, FL, as the grant applicant and recipient of federal financial assistance, is required by the U.S. Department of Transportation to take official action to authorize the County Administrator, or their written designated personnel, to execute and file necessary grant applications and all FTA-required documents for Federal assistance on the FTA’s internet-based grant system.
B. Pursuant to Florida Statutes Section 129.06(2)(d), grant revenue not anticipated in the budget requires Board action by Resolution to accept and allocate the funds.
What Action Accomplishes
A. Adopts the Resolution authorizing the County Administrator or her written designee to approve and execute all documents necessary to accept $995,440 in FTA grant funding to be used toward activities supporting the 2026 World Cup, and further authorizes the County Administrator to take actions, sign future documents associated with the grant agreement, and amendments to the grant agreement (provided they do not increase the County’s financial obligations under the grant), subject to review and approval of all such documents for legal sufficiency by the County Attorney’s Office.
B. This action provides one-time funding in the Transit Capital Grant Fund in the amount of $995,440.

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board’s Connected Community Goal of "Cooperatively Creating an Efficient and Accessible Regional Intermodal Transportation Network" by providing additional capital funding to improve and enhance the transit system.
On March 3, 2026, the Federal Transit Administration (FTA) announced the availability of $100,250,212 in Fiscal Year 2026 FIFA World Cup Formula Funding to support World Cup matches or other public events held in U.S cities. The Miami UZA received an allocation of $8,697,430, of which Broward County Transit will receive $995,440. The FTA 5307-9C Program funds eligible costs associated with: operating, capital, and planning expenses for the 2026 World Cup.
If adopted by the board, the resolution (Exhibit 1), authorizes action by the County Administrator or their written designee to facilitate the submission of the required applications for this grant, the provision of necessary information to the Federal Transit Administration, and execution of the grant award agreements and other documents necessary to accept the grant funds (subject to review of such agreements for legal sufficiency by the Office of the County attorney).
The letter sent to the FTA Region 4 Administrator signed by the South Florida Regional Transportation Authority (SFRTA/TriRail), PalmTran, Broward County Transit (BCT), and Miami-Dade Transit, outline the total allocation for the Miami UZA and the allocation to each entity based on FTA's formula for the grants (Exhibit 2). The Fiscal Year 2026 FTA FIFA World Cup apportionments to Broward County total $995,440.
