Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Connected Community Goal of "Cooperatively delivering an efficient and accessible regional intermodal transportation network."
The Office of Economic and Small Business Development (OESBD) established a County
Business Enterprise (CBE) participation goal of 30% for this project and T.Y. Lin International committed to 30% CBE participation.
At its November 14, 2023, meeting (Item No. 57), the Board approved contracts with CDM Smith, Inc., Gannett Fleming, Inc., and T.Y. Lin International for Continuing General Engineering Consulting Services for Rail Activities, Request for Proposals (RFP) No. TRN2125465P1 for a five-year potential estimated aggregate not-to-exceed total amount of $25,000,000.
The Transportation Department (BCT) is requesting approval of Work Authorization No. TYL-003 under the Agreement between Broward County and T.Y. Lin International for the Development of the Design Criteria Package (DCP), Request for Qualifications (RFQ), and Request for Proposals (RFP) for the procurement of a contractor for the development and construction of BCR-South.
BCT has submitted a request to the Federal Transit Administration (FTA) to enter into the next engineering phase for BCR-South under the FTA’s Capital Investment Grant (CIG) program. The next steps of the project implementation are final design, construction, and revenue service. A contractor team will be selected to complete final design, construction, and other required activities before revenue service commences (estimated for 2032). BCT plans to select the contractor through a two-stage procurement process (RFQ and RFP). For the RFQ, qualifications for the contractor must be established. For the RFP, a Design Criteria Package (DCP) with technical requirements for all elements of the project (tracks, train control signals, stations, etc.) must be developed. The RFQ qualifications and RFP DCP documents will be prepared under this Work Authorization by TY Lin International. In addition, TY Lin will remain under contract as the County’s representative to address design issues during the RFQ and RFP processes, and to advise the County on the design and construction phases. While the time for performance of this Work Authorization contemplates that no notices to proceed for any tasks will be issued more than ten years after its effective date, it is the expectation that all tasks will be completed well before the ten-year term ends.
A negotiation meeting was held on October 17, 2025, and attended by representatives of TY Lin International, and BCT and Office of the County Attorney staff. The scope to the work authorization is currently being finalized and the final will be reviewed and approved for legal sufficiency by the County Attorney’s Office and will be distributed by staff to the Board prior to its November 13, 2025, meeting.
