Summary Explanation/Background

THE PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

The requested action supports the Board’s goals of cultivating community culture, arts, recreation, and life-long learning in addition to cooperatively delivering an efficient and accessible regional intermodal transportation network.

 

The Parks and Recreation Division requests authorization to submit a grant application to the Florida Fish and Wildlife Conservation Commission (“FWC”) for an $85,000 grant through the Florida Boating Improvement Program.

 

The grant, if awarded, will provide funding for the design and permitting phase of improvements at West Broward Boat Ramp. The facility is located within South Florida Water Management District’s right-of-way in the unincorporated Everglades area and is operated by Broward County pursuant to a South Florida Water Management District right-of-way occupancy permit.

 

The project includes replacement of the existing fixed wooden dock with an aluminum floating dock and replacement of the two boat ramps with new concrete ramps. The floating dock will improve durability and better accommodate fluctuations in water elevation.

 

The grant application will include an $85,000 voluntary local match to enhance competitiveness. The local match will be funded through vessel registration revenues allocated to County pursuant to section 328.72(15), Florida Statutes. These revenues are restricted by statute for use on public boat ramps and other public boating access facilities.

Fiscal Impact/Cost Summary

On a cost-reimbursement basis, if awarded, the grant will provide $85,000 in FWC funds, which will be budgeted upon acceptance of the grant award. The anticipated $85,000 County cash match has been recommended by the Marine Advisory Committee (MAC) and will be formally requested during the Fiscal Year 27 Budget Development Cycle through the County's established capital budget review and adoption process. If approved by the Board of County Commissioners, the matching funds will be available on October 1, 2026. The estimated total cost for the design and permitting is $170,000. In the future, upon completion of design and permitting, Parks may apply for a construction project grant to offset those costs to the County. After construction is completed, minimal maintenance costs are anticipated for the boat ramps.
