Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.
In accordance with Section 332.0075(3)(b), Florida Statutes, a governing body must approve, award, or ratify all contracts executed by or on behalf of a commercial service airport over the threshold amount provided in Section 287.017 for CATEGORY FIVE [i.e., $1,500,000] as a separate line item on the agenda and must provide a reasonable opportunity for public comment. Such contracts may not be approved, awarded, or ratified as part of a consent agenda.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
On June 13, 2023 (Item No. 29), the Board authorized the County Administrator to approve and/or execute agreements, contract amendments, work authorizations, advertisements of competitive solicitations, and other documents during the Broward County Board of County Commissioner’s 2023 Summer Recess (between June 14, 2023 and August 22, 2023). The County Administrator approved the open-end contract between Broward County and Great Waste and Recycling Services LLC for Solid Waste Trash Removal and Recycling Services at Fort Lauderdale-Hollywood International Airport (Exhibit 1).
The Board must ratify the contract in accordance with Section 332.0075(3)(b), Florida Statutes.
