Summary Explanation/Background

THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT, THE ACCOUNTING DIVISION, AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Parks and Recreation Division (PRD) requests authorization for 23 employees to travel to St. Augustine, Florida from May 17 - 18, 2025 to attend an overnight Field Trip as part of the NewGen Leaders (NGL) Program (Exhibit 1). The 23 employees consist of 20 part-time employees who are a part of the NGL Program and three full-time employees.

The purpose of the trip is to help prepare the participants to become members of the next generation of leaders and expose them to history in St. Augustine, the oldest continuously occupied settlement of European and African American origin in the United States.

The NGL Program provides an alternative to violence and crime for at-risk youth, structured environment to learn and grow, and opportunities to learn life skills and develop leadership attributes through education and hands on learning activities. The NGL group, ages 16 - 18 years old, participates as entry-level, part-time Student Workers in paid positions for ten months as they participate in enrichment classes and encounter on-site work experience. The program curriculum focuses on teaching and practicing communication skills, social and emotional learning, problem solving, conflict resolution and to bridge the educational gap endured by the participants.
