Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action accepts additional funding for work associated with the North Runway’s MALSR Project at FLL and authorizes the Director of Aviation to execute the Amendment to the Non-Federal Reimbursable Agreement.
On May 07, 2019 (Item No. 3), the Board approved the Non-Federal Reimbursable Agreement No. AJW-FN-ESA-18-SO-002472 (“Reimbursable Agreement”) between Broward County (“County”) and the Federal Aviation Administration (“FAA”) for work associated with the rehabilitation of the North Runway at FLL in the amount of $563,230.
The proposed Amendment to the Reimbursable Agreement will provide additional funding for work associated with the removal and reconstruction of the MALSR light bar stations and components of the North Runway Status Lights system at FLL. The work will include additional project engineering design of the MALSR systems, and extended programming of the electronic markings, testing, and coordination of all necessary flight checks for acceptance, and construction oversight by the FAA.
Approval of the proposed Amendment authorizes the FAA to perform additional work in accordance with the Reimbursable Agreement. Additionally, the Amendment provides funding to the FAA in the total amount of $451,361, which includes a transfer of funds from Reimbursable Agreement AJW-FN-ESA-12-7132-A to AJW-FN-ESA-18-SO-002472 in the amount of $365,000, and an additional $86,361 for required work, increasing the agreement from $563,230 to $1,014,591, with no change to the not-to-exceed five-year term.
The Office of the County Attorney has reviewed and approved the proposed Amendment as to form and will sign after the Director of Aviation signs, in accordance with FAA requirements. The Amendment does not include the County's standard agreement provisions as the FAA requires the County to use its Amendment form.
