Why Action is Necessary

Motions A and B: Part II, Chapter 1, Article V, Section 1-88.a.9.of the Broward County Code of Ordinances, requires that the Broward County Board of County Commissioners (“Board”) approve the artist design proposal when the art budget for the artwork portion of the capital improvement project total is $100,000 or more.

 

What Action Accomplishes

Motions A and B: allow for the development of agreements with the artists to finalize the designs and proceed with fabrication and installation of the artworks.

Summary Explanation/Background

THE BROWARD COUNTY AVIATION DEPARTMENT, THE BROWARD COUNTY CULTURAL DIVISION, AND THE BROWARD COUNTY CULTURAL COUNCIL RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These items support the Board’s Healthy Community Goal of cultivating community culture, arts, recreation, and life-long learning.

 

These actions approve the artists and their artwork designs for the new Terminal 1-2 Connector and Terminal 2-3 Connector at the Fort Lauderdale-Hollywood International Airport and will result in an expenditure of $800,000 for the final design development and the fabrication and installation of the artworks, including the contingencies ($760,000 for art and $40,000 for contingency).

 

The two artists were competitively selected from a combined total pool of 372 applicants who responded to national Calls to Artists. The artists and artwork design proposals for Motions A and B were approved by the Aviation Artist Selection Panel on September 22, 2025, the Public Art and Design Committee on January 14, 2026, and the Broward Cultural Council on February 5, 2026.

 

Motion A:

The artwork created for the Terminal 1-2 Connector Artwork Project, designed by artist Kipp Kobyashi and titled "The Mariner's Dream," is inspired by Fort Lauderdale's maritime heritage and the vibrant ecosystems of its surrounding waters. The artwork aims to transform the connector into an immersive aquatic journey. This work invites reflection on Fort Lauderdale's identity, where waterways, history, and nature converge in a shared voyage (Exhibit 1).

 

Motion B:

The artwork created for the Terminal 2-3 Connector Art Lounge Project, designed by artist Mark Reigelman and titled "Last Dip”, is inspired by a personal ritual the artist shared with his daughters while traveling: at the end of each day. Just before heading home, they would exclaim, "ok, one last dip!" and rush back into the water for one final swim. That spontaneous joy and bittersweet sense of departure is something many travelers associate with destinations like Fort Lauderdale. This installation captures that spirit through seven oversized, brightly colored, bird-shaped float rings, dispersed throughout the connector as though gently drifting across a pool (Exhibit 2).
