Why Action is Necessary
Broward County Board of County Commissioners’ (“Board”) approval is required for the execution of the Fifth Amendment to the Agreement for Management of the Rental Car Fueling Facility at Fort Lauderdale-Hollywood International Airport (“Agreement”).
What Action Accomplishes
Allows Fuel Facility Management, LLC (“FFM”) to continue to manage the Rental Car Center (“RCC”) fueling facility at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”) on a month-to-month basis not to exceed one (1) year.

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action will extend the term of the Agreement from December 1, 2025, on a month-to-month basis not-to-exceed one (1) year.
On October 21, 2020, Broward County (“County”) and FFM entered into the Agreement.
On September 21, 2021, County and FFM entered into a First Amendment to the Agreement, which established a mechanism for the County to authorize and reimburse FFM, in an amount not to exceed $100,000, for emergency services.
On November 14, 2023, County and FFM entered into a Second Amendment which extended the term of the Agreement by one (1) additional year, through November 30, 2024.
On June 17, 2024, the Broward County Aviation Department ("BCAD") began working with the Purchasing Division on a new request for proposal ("RFP") for the RCC fueling facility operator.
On October 22, 2024, County and FFM entered into a Third Amendment which extended the term of the Agreement by one (1) additional year, through November 30, 2025.
On October 10, 2025, County, through its Purchasing Director, and FFM entered into a Fourth Amendment to the Agreement, which increased the emergency services maximum not-to-exceed reimbursement amount to $200,000.
The proposed Fifth Amendment to the Agreement will extend the term of the Agreement from December 1, 2025, on a month-to-month basis not-to-exceed one (1) year. The new RFP solicitation is currently in development with the Purchasing Division for public solicitation. This extension will allow for additional time to complete the RFP process and allow for a transition period once a new contract has been awarded.
The proposed Fifth Amendment has been reviewed by and approved as to form by the Office of the County Attorney.
